CITY MINUTES OF THE SPECIAL GOLF COURSE
COMMITTEE MEETING
CALIFORNIA THURSDAY, NOVEMBER 30, 2023, 5:00 P.M.
A special meeting of the Golf Course Committee of the City of San Clemente was called to order on Thursday, November 30, 2023, at 5:00 p.m. at the City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA.
PRESENT: Nick Azzollini, Ben Page, Marc Veale, Vice Chair Mandy Hamilton, and Chair Rick Divel
ABSENT: None
STAFF PRESENT: Samantha Wylie, Beaches, Parks and Recreation Director Debbie Fields, Acting Administrative Assistant
APPROVAL OF MINUTES
A. Approval of Minutes of the Regular Meeting held August 8, 2023
MOTION BY MEMBER AZZOLLINI, SECOND BY VICE CHAIR HAMILTON, AND CARRIED UNANIMOUSLY, to approve the minutes of the regular meeting held August 8, 2023.
2. NEW BUSINESS
A. Request for Plaque Installation from San Clemente Men's Golf Club Kurt Luebke, San Clemente Men's Golf Club President, provided an overview of the clock installation and honor of Allen Cook and his family.
MOTION BY CHAIR DIVEL, SECOND BY MEMBER AZZOLLINI, AND CARRIED UNANIMOUSLY, to install the proposed plaque.
A. Selection of Committee Member to Golf Course Master Plan Interview Panel Director Wylie provided an overview on the Master Plan Request for Proposals response and request for a Committee Member to sit on the interview plan.
Chair Divel and Member Page volunteered to sit on the interview panel.
In response to Committee questions, Director Wylie discussed components of the proposed scope, timing for master plans, and objective of the process.

ITEMS FROM STAFF
A. 1st Quarter Golf Course Activity Report
MOTION BY CHAIR DIVEL, SECOND BY VICE CHAIR HAMILTON, AND CARRIED UNANIMOUSLY, to receive and file the 15* Quarter Golf Course Activity Report.
B. Report from Golf Maintenance Staff
Director Wylie stated a draft capital improvement plan would be presented to the Committee in February. In response to Committee questions, Director Wylie discussed the need to replace water pumps, and the status of the driving range net extension.
ITEMS FROM COMMITTEE MEMBERS
A. Greens Subcommittee - Divel, Page
Committee Member Page discussed the condition of the greens; need for the addition of a second hole on the putting green; condition of the tee boxes; new cups; loss of trees and new plantings; issues with bunkers; and upcoming projects.
He announced that Golf Course Manager Gilmore was awarded the Public Golf Course Superintendent of the Year award.
B. House Subcommittee Report - Azzollini, Hamilton
Member Hamilton announced that there would be weekly menu specials and posting of upcoming events.
Director Wylie stated funding for community events would be added to the Recreation budget for next year.
C. Golf Course Finance Review Subcommittee - Page, Veale The Committee discussed limited tee times and charge for no shows.
Director Wylie stated rates would come to the Committee in February or March.
D. Committee Member Items
Member Page suggested installation of liability signs. Director Wylie discussed the liability report and efforts for a cohesive sign program.
Member Veale encouraged the purchase of a new bunker rake.
