A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE PURCHASE OF TWO PROGRAMMABLE LOGIC CONTROLLERS AND INSTALLATION MATERIALS FROM ONESOURCE DISTRIBUTORS IN AN AMOUNT NOT TO EXCEED $122,794, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER SECTION 15302, CLASS 2 REPLACEMENT OR RECONSTRUCTION OF THE STATE CEQA GUIDELINES WHEREAS, the City of San Clemente operates automated equipment requiring the use of Programmable Logic Controllers (PLCs); and WHEREAS, the Water Reclamation Plant Headworks PLCs are beyond their useful life and in need of replacement; and WHEREAS, to maintain compatibility with the City’s current the Supervisory Control and Data Acquisition (SCADA) system and for functionality, reliability, and ease of use, certain Allen Bradley components are required to replace the Water Reclamation Plant Headworks PLCs; and WHEREAS, OneSource Distributors is the only authorized provider for Allen Bradley components in the region and is the lowest bidder for the remaining installation materials; and WHEREAS, Section 6.17.2 of City Policy Number 201-2-1 (Purchasing Policies & Procedures for Supplies, Materials and Equipment) allows for an exemption from the Informal and Formal Bidding Process for sole source suppliers within the geographic region; and WHEREAS, after purchasing the PLCs and installation materials, the replacement work can be done by City staff and is in the best interest of the City.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. That the above recitals are true and correct and incorporated herein as findings.
Section 2. That based on substantial evidence in the record as a whole, this project is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15302, Class 2 Replacement or Reconstruction of the State CEQA Guidelines, because it consists of replacement of existing structures and equipment where the new structures will be located on the same site as the structures replaced, and will have substantially the same purpose and capacity as the structures replaced involving negligible or no expansion of existing or former use, and there is no reasonable possibility that the activity will have a significant direct or foreseeable indirect effect on the environment.
Section 3. That OneSource Distributors is a sole source vendor for Allen Bradley components and the lowest responsive and responsible bidder for the installation materials.
Section 4. That the expenditure for two PLCs for Fiscal Year 2023-24 for a total amount not to exceed $122,794 is hereby approved.
Section 5. That the purchase of two replacement PLCs and installation materials from OneSource Distributors, as a sole source vendor for Allen Bradley components, and low bidder on other installation materials, based on the fixed price quotes presented to City Council on May 21, 2024 is hereby approved.
Section 6. That the City Manager or his designee is authorized and directed to execute such documents and take such actions as are necessary and proper to complete the purchase approved herein.
Section 7. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
