RESOLUTION NO. 24-88
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AMENDING RESOLUTION NO. 23-24 FOR RICHARD T. STEED MEMORIAL PARK/BARON VON WILLARD DOG PARK MASTER PLAN INITIAL STUDY/MITIGATED NEGATIVE DECLARATION, AND ADOPTING AN ADDENDUM TO THE INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION FINDING THAT THE MODIFICATIONS POSE NO SIGNIFICANT CHANGES TO THE ORIGINAL ENVIRONMENTAL ANALYSIS WHEREAS, in March 2023, the City of San Clemente adopted Resolution No. 23-24, approving the Initial Study and Mitigated Negative Declaration (“IS/MND”, “MND”) for the Richard T. Steed Memorial Park/Baron Von Willard Dog Park (“Steed Park”) Master Plan Update (“Steed Park Master Plan”) in accordance with the California Environmental Quality Act (“CEQA”); and WHEREAS, the City of San Clemente has proposed modification to the Steed Park Master Plan, including the addition of eight pickleball courts, expansion of the parking lot, and reduction in size of the multipurpose field; WHEREAS, pursuant to CEQA Guidelines Section 15164, an addendum to the IS/MND has been prepared to assess the environmental impacts of the proposed modifications; and WHEREAS, the addendum concludes that the proposed modifications are minor and technical, and do not constitute substantial changes to the project or its circumstances, do not involve new significant environmental effects, do not increase the severity of previously identified significant effects, and do not involve new information of substantial importance, and so no subsequent or supplemental Environmental Impact Report (“EIR”) or MND is required; and WHEREAS, the City Council has reviewed and considered the addendum to the IS/MND, and finds that the addendum accurately addresses the potential environmental impacts of the proposed modifications.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. The proposed modifications to the Steed Park Master Plan do not involve significant changes to the original project or conditions, nor any new significant environmental effects or substantial increases in the severity of previously identified significant effects, and does not involve new information of substantial importance. The prepared addendum has been appropriately prepared and reflects the independent judgment and analysis of the City Council.
Section 2. The City Council hereby adopts the addendum to the IS/MND for the Steed Park Master Plan.
Section 3. Resolution No. 23-24 is hereby amended to incorporate the findings and conclusions of the addendum to the IS/MND.
Section 4. Based on the findings in the addendum and in accordance with CEQA Guidelines Sections 15162 and 15164, no subsequent or supplemental EIR or MND is required for the proposed modifications.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
