RESOLUTION NO. 24-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING REVISED SALARY SCHEDULE AND NEW CLASSIFICATIONS AND AMENDING RESOLUTION NO. 24-22 AND ANY OTHER RESOLUTIONS IN CONFLICT THEREWITH WHEREAS, Section 37206 of the Government Code requires the City Council to prescribe the time and method of paying salaries and wages of officers and employees of the City; and WHEREAS, the City Council is authorized and directed under the provisions of its adopted Personnel Rules and Regulations to prepare the compensation schedules covering all classes of positions in the competitive service; and WHEREAS, the City has compiled the salary schedule to comply with California Public Employers’ Retirement System (CalPERS) requirements for Publicly Available Pay Schedules; and WHEREAS, as part of the City’s budget adoption process, various staffing changes have been incorporated into the adopted FY 2024-25 and FY 2025-26 budget.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The foregoing recitals are true and correct and incorporated herein.
Section 2. Resolution No. 24-22 is hereby amended to make the following classification changes in various City Departments:
Community Development – reclassify one Administrative Assistant (1.0 FTE) to Community Development Coordinator (1.0 FTE) at range 49 and approved the job description as presented to the City Council on June 18, 2024; add one Senior Park Ranger (1.0 FTE) in FY 2024-25 and add one Senior Park Ranger (1.0 FTE) in FY 2025-26; eliminate the Economic Development Officer (1.0 FTE); add one Associate Planner I (1.0 FTE); and reclassify one Senior Planner (1.0 FTE) to Principal Planner (1.0 FTE).
Finance and Administrative Services – reclassify one Utility Billing Specialist II (1.0 FTE) to Senior Utility Billing Specialist (1.0 FTE) at range 45 and approve the job description as presented to the City Council on June 18, 2024; reclassify one Senior Accounting Specialist (1.0 FTE) to Accountant (1.0 FTE); reclassify the Human Resources Specialist (1.0 FTE) to Human Resources Analyst I (1.0 FTE); and reclassify the Office Specialist II, benefited part-time (.5 FTE) to Human Resources Specialist, benefited part-time (.5 FTE).
Public Safety – create the classification of Emergency Services Officer (1.0 FTE) at range 62, designate the position as Mid-Management and approve the DRAFT job description as presented to the City Council on June 18, 2024.
Public Works – add one Associate Civil Engineer (1.0 FTE); eliminate one Office Specialist II (1.0 FTE); reclassify one Associate Civil Engineer (1.0 FTE) to Senior Civil Engineer (1.0 FTE); regrade the Contract Maintenance Coordinator (1.0 FTE) to range 54; and retitle the Maintenance Inspection Coordinator (1.0 FTE) to Contract Maintenance Coordinator (1.0 FTE) and approve the job description as presented to the City Council on June 18, 2024.
Eliminate the following classification:
Utility Billing Coordinator
Senior Administrative Assistant (NC)
Section 3. The amended and restated Benefitted Employees salary schedule presented to the City Council on June 18, 2024 is hereby approved effective July 1, 2024.
Section 4. Any resolutions in conflict with the provisions of this resolution are hereby amended to be consistent with the provisions hereof.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into book of original resolutions.
