4. Please explain why you would like to serve on the Beaches, Parks and Recreation Commission.
I believe in giving back to my city. I am proud to be a San Clemente business owner and homeowner. I appreciate living and working in this beautiful city everyday. I have served our town as a Commissioner of Beaches, Parks, and Recreation for the past two years. Serving on the BPR Commission allows me to work to preserve our Spanish Village by the sea. Our beaches are among the most beautiful on the coast and I am continually impressed by the number of parks we have and how well they are maintained. I wish to continue the work of preserving our beaches and parks so they enhance the lives of all San Clemente residents now and for generations to come.
5. Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
I have been honored to currently serve on the Beaches, Parks, and Recreation Commission. I know the details of our BPR work plan and I know the history of past beaches and parks projects. I work well with our director, Samantha Wylie and her team. I work well with all of our commission members. I listen to all sides and make decisions based on my experience and beliefs of what I believe is in the best interest of our city. I am a local estate planning attorney who serves on the endowment committee of St. Clement's By The Sea Church. I have contacts and clients who are also big supporters of San Clemente. Through my work, I know local residents and business owners who also love San Clemente and want to leave a legacy by supporting our beaches and parks.

2 6. Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
I serve on the Professional Advisory Committee for the Ocean Institute in Dana Point. The Ocean Institute has ongoing educational programs for children and adults to teach them about the ocean and environmental stewardship. I have been involved in their programming for six years and have attended several events and fundraising programs for children's school field trips. I also enjoy the beach often. I regularly run on our beach trail and spend time at our shoreline. Lately I've enjoyed watching the progress of the sand replenishment project. My law office has served as the main sponsor for the Shamrock Run which was held at the pier in 2022 and 2023 before it moved to Avenida Del Mar this year. I also participate in the 5k events at Ocean Fest. Although we have renewed our Coastal Advisory Committee and they primarily now are concerned with water quality, I do have experience in this area through my service as a BPR Commissioner prior to the reinstatement of the committee.
7. What is your educational background?
High School/Colleges Attended Major/Field of Study Degree? 1 William Howard Taft School of Law Law Juris Doctor Degree, 2000 2 California State University San Bernardino Criminal Justice Bachelor of Science Degree 3 Mira Costa High School General studies High school diploma, 1988
8. Please explain any experience that you have had in community, governmental, charitable or educational affairs.
In addition to my charitable work at St. Clement's by the Sea and educational/charitable work at Ocean Institute, I serve as the Vice Chairwoman of the San Clemente Chamber of Commerce. I regularly attend Chamber of Commerce meetings and events where I get to talk with our local legislators Laurie Davies, Mike Levin, Janet Nguyen, Katrina Foley, and their legislative representatives. I remind them of the importance of our San Clemente beaches and thank them for their legislative support. Through my work on the SC Chamber of Commerce I support local businesses at their ribbon cuttings as well as attend local mixers. I am passionate about shopping local. I serve as President of Beach Cities BNI, a local San Clemente networking organization of 48 business owners. I founded a group of San Clemente attorneys and host bi-monthly meetings where we connect. I have previously served as the President of my local bar association for lawyers so I have many years of experience in leadership.
9. The Beaches, Parks and Recreation Commission meets on the second Tuesday in February, April, June, August, October and December at 6:00 p m. Please explain any challenges, if any, you may have in meeting this commitment.
I have no challenges. I can attend all meetings. I have attended all meetings in my two years on the commission.
10. Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
I believe we have the best parks in Southern California. Our twenty six parks that span San Clemente are impressive. They are well maintained by our city staff. I am proud of the recreational facilities and programs we provide to our residents. The relationship of the City with the Friends of San Clemente is a great example of how we work together to expand our services to residents by leveraging the many service hours of our local volunteers to multiply the resources with fundraising to create fun recreational activities and provide sponsorships to those in need. We have some important issues in our future including keeping sand on our beaches and the consideration of a designated area for dogs on the beach. We also must continue to balance the concerns of the pickleball and skateboarding communities. I always listen attentively with an open mind to all those who appear before me.
11. Please use the space below to explain any other factors about yourself that you would like for the Councilmembers to consider as they review your application.
I love San Clemente. I appreciate our way of life everyday and I want to give back to our community. I am proud to be here continuing to do the work that will maintain and preserve our city's beach and park amenities for generations to come.
Continuing to serve on the Beaches, Parks, and Recreation Commission for the City of San Clemente would be my honor.

I intend to live in the city for the next 50 years and want to be a part of this important commission that affects every single resident in San Clemente in some way.
I think my educational, occupational and civic background and experiences gives me some attributes that would be beneficial to the Commission.
5. Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
As a CPA, I audited and provided business, accounting and computer services to governmental agencies. I am familiar how governmental accounting and the budgeting process work.
Having served on many boards, I know how to run an efficient and effective meeting.
As a resident, I actually use several BPR resources. I walk in parks daily, hike trails and play pickleball weekly. I go to the beach often. I also attend most BPR annual events.
I also communicate with a wide variety of residents on a daily basis through various groups and can bring their thoughts and concerns to the attention of the Commission.

I attended the First Phase Complete for San Clemente Shoreline Sand Replenishment Project today. Certainly, I think we should continue to prioritize sand replenishment and stabilization of our beaches and bluffs.
I have visited several of our parks and trails over the years. All seem well maintained and appreciated by our residents with the exception of the large dog park. My pups were unimpressed. Looking forward to the change in the master plan for Steed Park.

4. Please explain why you would like to serve on the Beaches, Parks and Recreation Commission.
I have lived in San Clemente almost 4 decades, my wife and I have owned homes in San Clemente for 24 years. My wife and I have raised two boys in the San Clemente School System, one of whom just graduated SCHS last year, ran track and played soccer as a Triton, and was recently accepted to Cal Poly San Luis Obispo. My other son is going to be a sophomore at SCHS this year and plays for Triton Football. Both of my sons came up in San Clemente youth sports, whether Club Soccer or Pop Warner to name a few.
Much of my career was spent in San Clemente with the building and inspection of the water and sewer infrastructure in Talega, and the continued maintenance that followed.
I would like to serve on Beaches, Parks, and Recreation Commission because I am passionate about the health and well being of this town, specifically the outdoor recreation areas that affect not only this generation but the many generations to follow. I feel my work experience is a great fit for the Beaches, Parks, and Recreation Commission.
5. Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
The majority of my career was with Santa Margarita Water District, a "public non‐profit" water district in South Orange County.
The Water District specialized in the distribution of potable water, reclaimed water, and the collection and treatment of sewer which included the community of Talega. I was an inspector who oversaw numerous water main pipeline installations, the development and building of water pump stations, sewer collection stations, and special projects as well. 375
2 Through experience I developed a great understanding of City and Water District budgets, timelines, contractor payments, BMP's (Best Management Practices) which included minimizing job site run off, and public and employee safety to name a few. I understand the demands, scheduling, goals, and most importantly delivering the most cost efficient and beneficial service to not only the residents of the City, but the City of San Clemente as well.
This experience will contribute to the City of San Clemente and the Beaches, Parks, and Recreation Commission as well as the community.
I understand that working as a team will always produce the best result.
6. Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
First and foremost San Clemente is a Coastal Community. One of the greatest threats to our oceans is contaminated run‐off.
I was the inspector for the Lake Mission Viejo Advanced Purified Water treatment facility. I was on this job from the ground breaking to the cutting of the ribbon on opening day. With the construction of an Advanced Purified Water treatment facility, Lake Mission Viejo became the first recreational lake in California to use Advanced Treated water for refill. This new system saved more than 100 million gallons annually of drinking water for other uses. It is unmeasurable the amount of run‐ off this plant captures from going into the ocean.
I was also an inspector on the "Gobernador Basin" project in Coto de Caza.
The Cañada Gobernadora Multipurpose Basin project (“Gobernadora Basin”) is located within an unincorporated portion of southeastern Orange County, just south of the community of Coto de Caza. The basin captures and naturally treats urban runoff and storm flows, and uses the urban return flows to help meet irrigation demands in the nearby community. Again, unmeasurable the run‐off captured and treated that does not make its way to the ocean.
These projects are great examples of my experience and the affects they have on ocean water quality.

8. Please explain any experience that you have had in community, governmental, charitable or educational affairs.
I have nearly two decades with a public non‐profit governmental agency. Our responsibility as employees was to be public servants, understanding and working with the needs of the community as well as the best interest of the agency.
I immensely enjoyed working not only for the agency but also with the public. It was incredibly rewarding and I look to bring this experience and passion to the Beaches, Parks, and Recreation Commission for the City of San Clemente.
9. The Beaches, Parks and Recreation Commission meets on the second Tuesday in February, April, June, August, October and December at 6:00 p m. Please explain any challenges, if any, you may have in meeting this commitment.
No challenges.
10. Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
We have some of the most beautiful beaches on the coast of California, loved by not only the residents but also the many who travel and visit to enjoy the beautiful beaches and parks of this city.
As far as improvement, I feel there is a balance between keeping what is tried and true and what works versus understanding and meeting the needs of a constantly evolving and growing community.
11. Please use the space below to explain any other factors about yourself that you would like for the Councilmembers to consider as they review your application.

I am a local small business owner in the surf industry and a homeowner in North Beach, San Clemente. My company, DirtBag Supply Co., is based in San Clemente. We are a supplier of surf accessories to two local surf shops and we sponsor two local athletes. As a small business owner I have become skilled at maximizing outcomes regardless of budget size. I am a member of the local organization Bring Back Our Beaches, which advocates for sand replenishment as a long term solution to preserving San Clemente's beaches and protecting the railroad. I have attended and spoken at meetings with the OCTA to express the community's opposition to bringing more rip rap and hard armoring to San Clemente.
I am also a member of the North Beach Community Association, which advocates for improving the quality of life in North Beach. I am passionate about preserving San Clemente's charm.
9. The Beaches, Parks and Recreation Commission meets on the second Tuesday in February, April, June, August, October and December at 6:00 p m. Please explain any challenges, if any, you may have in meeting this commitment.
I will commit fully to this role.
10. Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
San Clemente is famous for the quality of its beaches and parks. There are also numerous recreational programming opportunities for locals (My fiancé and I have enjoyed taking dance classes at the community center). I believe the quality of our beaches, parks, and recreational programming is self evident.
However, there is always room for improvement. One area of improvement would be to repaint and beautify the T Street pedestrian bridge. With its famous surf break, ample beach space, fire pits, snack bar, and proximity to the Pier Bowl and train station, T Street is arguably the premier beach in San Clemente. Unfortunately, the bridge is showing signs of deterioration. The caged fencing is rusted and the the paint on the bridge is worn down. The state of the bridge is a stain on an otherwise beautiful and culturally significant area.
I am particularly interested in joining the Fundraising subcommittee to assist the commission in funding a potential T Street Bridge beautification.
