RESOLUTION NO. 24-122
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE MAYOR TO EXECUTE A LETTER IN OPPOSITION TO ASSEMBLY BILL 2557 (ORTEGA) AND CAUSE THE DELIVERY OF SAID LETTER TO THE CHAIR OF THE CALIFORNIA STATE ASSEMBLY’S LOCAL GOVERNMENT COMMITTEE WHEREAS, Assembly Bill (AB) 2557, as proposed, is an unnecessary legislative effort that places more governmental burden on legitimate community partners and contractors raising the cost of services provided to residents; and WHEREAS, AB 2557, as proposed, will expose local businesses and their employees to unwarranted public scrutiny and place them at a competitive disadvantage to companies choosing not to provide services to local agencies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Clemente that:
Section 1. The City Council of the City of San Clemente opposes AB 2557 based on the findings of the recitals above and on the following grounds:
It applies a one size fits all approach to the variety of California cities that vary greatly in the capacity and need to provide municipal services to residents.
It would increase costs and reduce economies of scale in exploring strategies to provide necessary services in the most efficient manner possible.
Section 2. The City Council authorizes the Mayor to execute and cause the delivery of a letter in opposition to AB 2557 in a form substantially similar to that presented to the City Council on August 6, 2024.
Section 3. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
