RESOLUTION NO. 24-127
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING, ADOPTING, AND AUTHORIZING THE MAYOR TO EXECUTE THE 2024-2028 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN CLEMENTE AND THE SAN CLEMENTE CITY EMPLOYEES ASSOCIATION FOR THE CITY OF SAN CLEMENTE FULL-TIME BENEFITED EMPLOYEES AND APPROVING THE SAME LEVEL OF SALARY INCREASES AND BENEFITS FOR NON-REPRESENTED EXECUTIVE, MID-MANAGER, AND CONFIDENTIAL EMPLOYEE GROUPS WHEREAS, the City of San Clemente (“City”) has, and continues to, recognize the San Clemente City Employees Association (“Association”) as the sole exclusive employee organization for the City of San Clemente represented full-time benefited employees, for all matters concerning wages, hours and working conditions; and WHEREAS, the current Memorandum of Understanding (MOU) between the City and the Association, effective November 2, 2021 to June 30, 2024, has expired; and WHEREAS, the City of San Clemente (“City”), through its designated representatives, and the San Clemente City Employees Association (“Association”) have successfully met and conferred in good faith on wages, hours and other terms and conditions of employment for the City of San Clemente full-time benefited employees represented by the Association; and WHEREAS, the proposal of modification of provisions and addition of new provisions outlined in 2024-2028 MOU were provided on August 9, 2024 by the City of San Clemente designated representative to the Association’s negotiation team and were ratified by a majority vote of their membership on Wednesday, August 14, 2024; and WHEREAS, in accordance with Government Code section 54953(c)(1), on August 20, 2024, during its regular open meeting and prior to taking final action, the City Council orally reported a summary of the recommendation for a final action on the salaries, salary schedules and compensation to be paid in the form of fringe benefits to local agency executives.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. The foregoing recitals are true and correct and incorporated fully herein.
Section 2. The City Council of the City of San Clemente does hereby accept, approve, adopt, and authorize the Mayor to execute the 2024-2028 MOU between the City of San Clemente and San Clemente City Employees Association for full-time benefited City of San Clemente employees in a form substantially similar to that presented to the City Council on August 20, 2024.
Section 3. The City Council of the City of San Clemente does hereby approve the same level of salary increases and benefits for non-represented Executive, Mid-Manager, and Confidential employee groups.
Section 4. City staff is authorized and directed to take such other and further actions and execute such additional documents as may be necessary and proper to carry out the purposes of this resolution.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into book of original resolutions.
