RESOLUTION NO. 24-141
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AND ADOPTING THE 2023-2024 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) FOR SUBMITTAL TO THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City received $314,259 in Community Development Block Grant (CDBG) funds in Fiscal Year 2023-24 from the U.S. Department of Housing and Urban Development (HUD). In addition, the City received $45,145.56 in program income (i.e., housing rehabilitation loan repayments) and used $81,579 in prior year uncommitted funds and; WHEREAS, to continue receiving CDBG funds, the City Council must approve the Consolidated Annual Performance Report (CAPER), which summarizes program expenditures and accomplishments for Fiscal Year 2023-24; and WHEREAS, the City must submit the CAPER to HUD within 90 days after the end of the fiscal year; and WHEREAS, the required 15-day notice period to allow the public to submit comments in writing on the CAPER was provided and residents were also given the opportunity to provide comments at the September 17, 2024 City Council meeting; and WHEREAS, the City Council considered any and all comments submitted by the public on the CAPER.
NOW, THEREFORE, The City Council of the City of San Clemente does hereby resolve as follows:
Section 1. That the above recitations are true and correct and incorporated herein.
Section 2. That the 2023-24 Consolidated Annual Performance Evaluation Report (CAPER) is approved in the form submitted to the City Council on September 17, 2024.
Section 3. That staff is authorized and directed to submit the 2023-24 Consolidated Annual Performance Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD).
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
