RESOLUTION NO. 24-150
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A THREE-YEAR LICENSE AGREEMENT TO ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) FOR GIS MAPPING SOFTWARE AND SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT WHEREAS, the 2015 IT Strategic Plan identified the need to enhance the City’s Geographic Information Systems (GIS) and took initiatives to integrate such software into Citywide software applications; and WHEREAS, entering into an agreement with ESRI for GIS software is critical and necessary to support City operations; and WHEREAS, Purchasing Policy 201-2-1 allows exemptions to the formal solicitation process for purchases that meet certain exemption criteria, including Article XI (A)(1.7)(A) and Article XI (A)(1.7)(D), which allow an award to a sole source provider based on the fact that only one known source exists, and compatibility of goods or services (e.g., department requires a specific piece of equipment, software or replacement part to be compatible with an existing equipment system).
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated fully herein.
SECTION 2. That the purchase of GIS mapping software from ESRI is in accordance with purchasing Policy 201-2-1 and meets the exemption criteria referenced in Article XI (A)(1.7)(A) “Only one known source exists” and Article XI (A)(1.7)(D) “Compatibility of a good or services” such that ESRI is a sole source supplier for the GIS software and services.
SECTION 3. That a three-year Small Enterprise Agreement for County and Municipality is hereby awarded to Environmental Systems Research Institute, Inc. (ESRI) for GIS mapping services.
SECTION 4. That the City Manager is authorized and directed to execute a Small Enterprise Agreement for County and Municipality in an amount not to exceed $58,500 per year, for a total cost not to exceed $175,500 over three years, in a form substantially similar to that presented to the City Council on September 17, 2024.
SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
