RESOLUTION NO. 24-184
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING FIRST AMENDMENTS TO TWO SEPARATE PROFESSIONAL CONSULTING SERVICES AGREEMENTS WITH WEST COAST CODE CONSULTANTS, INC. AND VCA CONSULTANTS, INC. FOR AS NEEDED BUILDING PLAN REVIEW SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENTS; AND APPROPRIATING $130,000 AND ACCEPTING $130,000 IN REVENUE WHEREAS, following a request for proposals process, on January 16, 2024, the City Council awarded two separate contracts for as needed building plan review services to West Coast Code Consultants, Inc. and VCA Consultants, Inc., respectively; and WHEREAS, an increase in plan check submissions, which has subsequently led to a rise in workload and associated costs, warrants amendments to the existing building plan review services agreements in order to continue providing quality and timely services to the public; and WHEREAS, communication efforts were made to all proposers in connection with the request for proposals issued late last year for as needed building plan review services pursuant to the City’s Purchasing Policies & Procedures, Policy 201-2-1; and WHEREAS, following evaluation efforts set forth via the City Policy 201-2-1, West Coast Code Consultants, Inc. and VCA Consultants, Inc. remained the most qualified to perform additional building plan review services following the rating and interview process, and there fees are fair and reasonable; and WHEREAS, utilization of these consultants for as-needed building plan review services allows flexibility to ensure expected deadlines and turnaround times are met as the workload fluctuates.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine, and resolve as follows:
Section 1. That the above recitals are true and correct and incorporated herein fully by reference.
Section 2. That supplemental as-needed building plan review services agreements are hereby awarded to West Coast Code Consultants, Inc. and VCA Consultants, Inc.
Section 3. That a first amendment to Contract C24-002 for as needed Building Plan Review Services is hereby approved. The City Manager, or the City Manager's designee, is hereby authorized and directed to execute a first amendment to Contract C24-002 for as needed Building Plan Review Services with West Coast Code Consultants, Inc. in amount not to exceed $150,000 annually (for the term of the agreement) and in a form substantially similar to that presented to the City Council on November 19, 2024, as Attachment 3 of the report entitled, “Consideration Of A Resolution Approving A First Amendment To Two Separate Professional Consulting Services Agreements For As Needed Building Plan Review Services”.
Section 4. That a first amendment to Contract C24-003 for as needed Building Plan Review Services is hereby approved. The City Manager, or the City Manager's designee, is hereby authorized and directed to execute a first amendment to Contract C24-003 for as needed Building Plan Review Services with VCA Consultants, Inc. in amount not to exceed $150,000 annually (for the term of the agreement) and in a form substantially similar to that presented to the City Council on November 19, 2024, as Attachment 2 of the report entitled, “Consideration Of A Resolution Approving A First Amendment To Two Separate Professional Consulting Services Agreements For As Needed Building Plan Review Services”.
Section 5. That a supplemental appropriation, not to exceed $130,000, to account number 001-421-43890-000-00000 and acceptance of additional building revenues of $130,000 to account 001-000-32210-000-00000 is hereby approved.
Section 6. That staff is authorized and directed to take such other and further actions as may be necessary and proper to fulfill the purposes of this resolution.
Section 7. That the City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
