CITY COUNCIL MEETING
CITY OF SAN CLEMENTE 1
Meeting Date: December 10, 2024 Agenda Item: (1)
Submitted By: City Clerk
Prepared By: Laura Campagnolo, City Clerk
Subject: ..title
VACANC ..bodyIES ON THE HUMAN AFFAIRS COMMITTEE AND PUBLIC SAFETY COMMITTEE Fiscal Impact:

None.

Summary:

Tyler Boden has resigned from the Human Affairs Committee. Mr. Boden’s term on the Human Affairs Committee was set to expire on June 30, 2025.

Additionally, Seth Neri has tendered his resignation on the Public Safety Committee. Mr. Neri’s term was set to expire on June 30, 2026.

In May of each year, the City Council authorizes Staff to advertise to fill vacancies on all City Commissions and Committees for two-terms which expire in June. Council then conducts interviews and makes appointments to each Commission and Committee, with terms effective July 1 of each calendar year.

City Council may wish to direct staff to advertise and recruit to fill one vacancy on the Human Affairs Committee with a term to expire June 30, 2025, and one vacancy on the Public Safety Committee with a term to expire June 30, 2026. Alternatively, the positions can remain open and can be recruited in May, along with all of the other vacant Commission and Committee seats.

Council Options:
 Direct Staff to advertise to fill the vacant positions and set an interview date.  Take no immediate action and advertise and interview for the vacancies when the City Council interviews candidates for all Commission and Committee vacancies in June.  Request additional information.

Environmental Review/Analysis:

This is not a “project” under the California Environmental Quality Act. 651

UPDATE TO CITY COUNCIL APPOINTEES TO REGIONAL COMMITTEES, COMMISSIONS AND BOARDS AND ..body APPOINT CITY COUNCIL REPRESENTATIVES TO EACH CITY COMMISSION AND COMMITTEE Fiscal Impact:

None.

Summary:

Each year in December, the City Council updates its appointees to regional committees, commissions and boards. The current list of appointees is attached. Staff recommends that Council update its regional appointments at this time.

It should be noted that the Joint Powers Agreement with the Orange County Fire Authority (OCFA) requires that the City Council's appointment to the OCFA Board of Directors be made through adoption of a resolution. Adoption of a new resolution is needed to fill the vacancy left by Councilmember Duncan on the Orange County Fire Authority board.

Additionally, each City Commission and Committee has a City Council liaison. It is recommended that the City Council make updates to its appointed representative to each Commission and Committee.

Council Options:
 Appoint City Council representatives to Regional Committees, Commissions and Boards.  Appoint City Council representatives to each City Commission and Committee.  Take no action.

Environmental Review/Analysis:

This is not a “project” under the California Environmental Quality Act.
