RESOLUTION NO. 24-198
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING A SUBSTANTIAL AMENDMENT TO THE 2024-2025 ANNUAL ACTION PLAN AND AUTHORIZING SUBMISSION OF THE AMENDED PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City of San Clemente is eligible to participate in the U.S. Department of Housing and Urban Development’s (“HUD”) Community Development Block Grant ("CDBG") Program; and WHEREAS, to receive CDBG funds, the City of San Clemente must prepare the Consolidated Plan, which includes a one-year expenditure plan known as the Annual Action Plan; and WHEREAS, per Chapter 24 Part 91 of the Code of Federal Regulations, which governs the Consolidated Planning requirements for specific HUD programs, a substantial amendment to the Annual Action Plan is required when there are significant changes, such as the addition of new activities; and WHEREAS, a substantial amendment to the Annual Action Plan for FY 2024-25 proposes a new project to enhance the San Clemente Community Center, with a focus on upgrading the center’s restrooms to comply with the Americans with Disabilities Act.
NOW THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. The City Council hereby approves the Substantial Amendment to the 2024-2025 Annual Action Plan, a copy of which is attached hereto as Exhibit A and is incorporated herein by reference.
SECTION 2. The Community Development Director is authorized to submit the Substantial Amendment to the 2024-2025 Annual Action Plan to HUD on behalf of the City.
SECTION 3. The City Manager, or the City Manager's designee, is hereby authorized and directed to approve and execute any and all HUD- and/or CDBG-related applications, certifications, agreements, and/or other documents or instruments necessary to implement the approvals and authorizations set forth herein, related to the Substantial Amended to the 2024-2025 Annual Action Plan.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
