RESOLUTION NO. 24-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ESTABLISHING CONDITIONS FOR PLAY UPON THE TENNIS COURT AND PICKLEBALL COURTS AT SAN GORGONIO PARK, AND FINDING THE PROJECT CATEGORICALLY EXEMPT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER CLASS 1 (14 CCR SECTION 15301), AND AMENDING RESOLUTION NO. 23-133.
WHEREAS, the City of San Clemente owns and operates San Gorgonio Park, a recreational community park facility that includes tennis and pickleball courts; and WHEREAS, at its November 9, 2023, meeting the City Council adopted Resolution No. 23-133, which reopened four pickleball courts and one tennis court at San Gorgonio Park; and WHEREAS, the existing operating hours for the tennis and pickleball courts, currently set at 9:00 AM to 5:00 PM, have proven insufficient to meet the demand for court usage, particularly during peak hours; and WHEREAS, residents and users of the courts have requested extended operating hours to allow more flexibility for recreational play, especially for those who work during the day or have other commitments; and WHEREAS, the City Council has considered various options for adjusting the operating hours to accommodate these needs, including extending the hours of play for both tennis and pickleball courts; and WHEREAS, the City Council, by Resolution No. 23-133, previously established operating hours for the tennis and pickleball courts at San Gorgonio Park, which will now need to be amended to reflect the adjusted hours.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. The City Council finds that the above recitations are true and correct and incorporates them fully herein.
Section 2. Certain conditions provided for in Resolution No. 23-133 are hereby amended to alter the operational use of the pickleball courts and adjoining tennis court to the following days and times: ______________________. All references to the operating hours of these courts in Resolution No. 23-133 shall be replaced with the updated hours stated above.
Section 3. Based on the entire record, the City Council finds that modifying the operating hours at San Gorgonio Park's pickleball and tennis courts is hereby determined to be a Class 1 Categorical Exemption under CEQA guidelines (Section 15301). Adjusting the operational hours would consist of a minor adjustment to the operational schedule of existing recreational facilities with negligible or no expansion of use. Based on the analysis, the proposed action is not expected to have any significant adverse environmental impacts, and no further environmental review is required.
Section 4. The City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
