E. 402/404 Pasadena Court
There was discussion on how the previously approved entitlements for a hotel and restaurant at the subject site affects the City’s approach on the Mills Act contract for the historic structure. The outcome was to limit the contract to 402 Pasadena Court, prioritize improvements that can be accomplished while permits are in process for the development, and then defer improvements that would be completed with a development project and provide a deadline to get related permits. If permits aren’t obtained within the deadline, the contract should be reevaluated. Larry and Joelle Dunnwald accepted the work list and the DRSC-recommended approach on the contract.
The DRSC supported all proposed Mills Act contracts moving forward to the City Council for a decision, and made the following suggestions to staff:
• Explore establishing an annual program for Mills Act property owners to report their completion of Mills Act improvements so the City can ensure contract obligations are being satisfied. This would be in addition to the fiveyear on-site inspections that are part of the Mills Act program. With the annual information collected, there would be a means to provide a status report as was done years ago.
• Require that sewer and water pipes be inspected before completing driveway repairs to avoid removing a new driveway in the future due to pipe damage.
