A request for the Zoning Administrator to approve Development Permit (DP) 24-460 for an addition less than 500 square feet to a residence at 117 Avenida San Pablo, that is abutting and across the street from a historical structure.

The Zoning Administrator will also consider whether the project is categorically exempt from CEQA pursuant to State CEQA Guidelines §15301.e (Class 1.e: Existing Facilities) and §15303 (Class 3: New Construction or Conversion of Small Structures).

Minutes of the Zoning Administrator Regular Meeting November 21, 2024 Page 2 Assistant Planner Araceli Mejia summarized the staff report and introduced Randy Quillman, the property owner.

ZA Atamian asked the applicant if they had anything to add to the report, at which time Mr. Quillman thanked staff for their work and stated he was excited to proceed.

ZA Atamian opened the public hearing and thanked staff for the presentation and the applicant for his comments.

ZA Atamian disclosed that he visited the site, reviewed the general state of the property and the neighboring historical resource, as well as the general pattern and development of the neighborhood.

In response to ZA Atamian questions, Mr. Quillman described the dry streambed as a decorative feature, but can be temporarily driven upon. It is not meant to have live plant landscaping.

Having no further questions, ZA Atamian closed the public hearing.

ZA Atamian stated that the project is consistent with the General Plan, complies with the zoning regulations and development standards, and is consistent with the City’s Design Guidelines. ZA Atamian stated that the proposed project will not have an impact on the adjacent historic property, the City’s review and permit process is to ensure such additions will not have a negative impact on historical resources, and that there is no opportunity for the two structures to be in the same view at the same time.

ZA Atamian stated the landscaping has been reviewed per the Water Efficient Landscape Ordinance (WELO), and the proposed project is in character and compatible with the properties in the neighborhood.

ZA Atamian thanked Mr. Quillman for investing in his property and that the proposed project will benefit the entire neighborhood.

ZA Atamian cited that the project plans and Conditions of Approval state that a sidewalk is to be constructed; and Mr. Quillman confirmed that a sidewalk has been added, and that it will be as close to ADA compliant as possible given the grade.

ZA Atamian determined the project Categorically Exempt from CEQA pursuant to State CEQA Guidelines §15301.e (Class 1.e: Existing Facilities).
