RESOLUTION NO. 25-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING AN EXEMPTION TO THE FORMAL SOLICITATION PROCESS FOR THE COOPERATIVE PURCHASE OF SYNTHETIC TURF FROM ASTROTURF CORPORATION FOR THE LA PATA VISTA HERMOSA SOCCER FIELD SYNTHETIC TURF REPLACEMENT, CIP PROJECT NO. 14810, AWARDING AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $932,293.84, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES), SECTION 15301 OF THE STATE CEQA GUIDELINES (14 CCR 15301) WHEREAS, the La Pata / Vista Hermosa Sports Park Soccer Fields are reaching the end of their service life and are in need of replacement; and WHEREAS, the proposed purchase will include approximately 162,000 square feet of high-quality turf material to replace the existing soccer field turf; and WHEREAS, by replacing the existing and aged material with new, upgraded materials the fields will continue to be enjoyed by all visitors by improving the fields’ safety, temperature while also reducing maintenance needs; and WHEREAS, Section XI.A.1.4.3(b) of City Purchasing Policy 201-2-1 allows an exemption to the formal solicitation process when participating in a cooperative purchasing agreement or program that is in the City’s best interest; and WHEREAS, utilizing Sourcewell contract 031622-AST to purchase artificial turf for the soccer fields is in the City’s best interest because the City will realize significant cost and time savings compared to the formal solicitation process, as well as having better material control by purchasing directly from the manufacturer; and WHEREAS, AstroTurf Corporation provided a quote on December 5, 2024 for the replacement materials for both soccer fields in an amount not to exceed $932,294, which includes field markings, an organic infill material, eight (8) years of material warranty.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:

SECTION 3. That an exemption from the formal competitive bidding requirements is hereby authorized under Section XI.A.1.4.3(b) of City Purchasing Policy 201-2-1 for the purchase of artificial turf for CIP Project No. 14810.
