REGULAR MEETING
TUESDAY, OCTOBER 8, 2024, 6:00 P.M.
Director Wylie called the Regular Meeting of the Beaches, Parks and Recreation Commission of the City of San Clemente to order on Tuesday, October 8, 2024, at 6:00 p.m. at City Hall Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente, CA. Commissioner McCanne led the Pledge of Allegiance.

1. NOMINATION AND ELECTION OF CHAIR AND VICE CHAIR
A presentation by Elizabeth Mitchell, City Attorney, discussing the Brown Act; ensuring compliance with the Brown Act, and maintaining transparency in government meetings.
Commissioners either individually or as a whole, discussed the evidence related to the allegations; having a parliamentarian; bylaws; and policies.
Anonymous, a San Clemente resident, raised concerns about Commission integrity, Brown Act violations, and the need for a parliamentarian knowledgeable in Rosenberg Rules of Order.
Motion by Commissioner McCanne to nominate Commissioner Garcia as Chairperson.
A substitute motion by Commissioner Johnson, seconded by Commissioner Grace CARRIED 6-0-1 to nominate Commissioner Weinstein as Chairperson.

Motion by Chair Weinstein, seconded by Commissioner Johnson, CARRIED 7-0 to nominate Commissioner Johnson as Vice Chairperson.

3. APPROVAL OF MINUTES
A. August 13, 2024, Beaches, Parks and Recreation Commission Regular Meeting Minutes
Motion by Commissioner Garcia, seconded by Vice Chair Johnson, CARRIED 7-0 to approve the minutes of the Beaches, Parks and Recreation Commission Meeting of August 13, 2024.

4. ORAL COMMUNICATIONS
Anonymous, a San Clemente resident, discussed Elite Soccer's noncompliance with their partnership agreements; and that the City needs to enforce compliance.
5. CURRENT COMMUNITY ACTIVITIES AND UPDATES
A. Recreation Activities and Events
A presentation by Samantha Wylie, Beaches, Parks, & Recreation Director, discussed the Sunset & Symphony, SC Open Skate Contest, and upcoming events through December.
6. OLD BUSINESS

7. NEW BUSINESS
A. Recreation Sports Partnership Applications – Primary Spring Season Motion by Commissioner Kweskin to grant Tier 1 partnerships with conditions of playability discussions.
The original motion was withdrawn by Commissioner Kweskin Motion by Commissioner Garcia, seconded by Chair Weinstein, CARRIED 7-0 to move staff recommendation to grant Tier 1 Partnership status to San Clemente Little League and San Clemente Girls Softball with a three-year agreement.

B. Review of Talega Playground and Forster Ranch Park Playground Survey Results and Request for Direction on Design and Playground Surfacing Options A report was given by Samantha Wylie, Beaches, Parks & Recreation Director, discussing the playground survey results, and surfacing options.

• Hybrid option with pour-in-place and wood chips should be considered for playground surfacing options;
• Rubber surface should be in the toddler playground areas (ages 2-5 years) • Budget must be considered when finalizing the design; • Shade and seating are top priorities based on the survey results.
Motion by Commissioner Garcia, seconded by Commissioner McCanne, CARRIED 7-0 to include a hybrid surface design, to include rubberized surfacing and engineered wood fiber materials.

C. Establishment of Ad-Hoc Subcommittees and Appointments A report by Samantha Wylie, Beaches, Parks & Recreation Director was given concerning the appointment of Commissioners to ad-hoc subcommittees.
Subcommittees can be no more than 3 members.
1. Aquatics Partnership Policy Subcommittee – Garcia, McCanne
2. Special Events – Garcia, Grace
3. Funding & Sponsorships – Johnson, Kahn
8. Beaches, Parks & Recreation Director Report
i. Beaches, Parks & Recreation Items
Samantha Wylie, Beaches, Parks & Recreation Director reported on various maintenance activities since August 2024, including renovations, installations, and repairs at multiple parks and facilities. ii. Reschedule the meeting date for the regular December Commission Meeting.
Motion by Commissioner Garcia, seconded by Chair Weinstein, CARRIED 7-0 to move staff recommendation to reschedule the regularly scheduled December 10, 2024, meeting to December 17, 2024.

i. PierPride Foundation – Commissioner Grace reported that PierPride Foundation has had a successful fundraising month with various events and auctions.
ii. Proposed Agenda Items
Samantha Wylie, Beaches, Parks & Recreation Director, expressed to the Commission, that to get something on an agenda, it would require three votes.
Motion by Commissioner Kweskin, seconded by Commissioner Kahn, CARRIED, 3-4 that the Efficiency Report be brought to the next Commission meeting for Commissioners to review.
10. ADJOURNMENT
Motion by Vice Chair Johnson, seconded by Commissioner Garcia, CARRIED 7-0 to adjourn at 7:35 p.m. to an adjourned regular meeting on Tuesday, December 17, 2024, at 6:00 p.m. at City Hall Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente, CA.
