1. MINUTES
A. Review and file minutes of the Design Review Subcommittee meeting November 13, 2024
Member Cosgrove moved to approve. Vice Chair Crandell seconded the motion to approve the November 13, 2024 Minutes. Motion passed 3-0.
2. ARCHITECTURAL REVIEW OF THE FOLLOWING ITEMS:
A. PHP 24-564 Salty Turf Mini Golf, 987 Avenida Vista Hermosa A request to develop a miniature golf course facility on vacant open space zoned property within the Vista Hermosa Sports Park portion of the Forster Ranch Specific Plan.
Associate Planner David Carrillo summarized the staff report and key elements of the proposed project.
Chair Camp opened the item for public comments.
Applicant’s Michael Luna and Kendra Dand summarized the proposed design elements.
The Design Review Subcommittee (DRSC) discussed the project, and made the following comments either individually or as a group:
• Give thought to security measures to keep wildlife away from the facility. • Add the lease-approved hours of operation on plans.
• Encouraged an eight-foot-high perimeter fence.
• The project includes Spanish Colonial Revival architectural elements. • Provide a simple landscaping palette to facilitate maintenance.
Design Review Subcommittee Special Meeting Minutes December 18, 2024 Page 2 • Provide a dedicated trash receptacle location in the front bulbout/courtyard. • The project provides a cohesive color palette.
• Consider using real flags on each tower.
• Asked for clarification on the purpose of the chimney. • Add some layering to the landscaping at the front of the building, including in the bulb-out.
The Subcommittee supports the project moving forward to a Planning Commission hearing.
B. Alzate Residence, 300 Encino Lane
A request to construct a 2,746 sq. ft. two-story Spanish Colonial Revival residence with a 713 sq. ft. roof deck, and site improvements. An Accessory Dwelling Unit (ADU) is also part of the project but that must be reviewed separately at a staff level according to State law.
Senior Planner Christopher Wright summarized the staff report and key elements of the proposed project.
Chair Camp opened the item for public comments.
Applicant’s architect David York summarized the proposed design elements.
Applicant and owner, Indira Alzate, commented in favor of the project and proposed use of black trim if the Subcommittee does not support use of black roof tile. A photograph of a Spanish building with black trim was displayed as an example.
The Design Review Subcommittee (DRSC) discussed the project, and made the following comments either individually or as a group:
• Black roof tile is not traditional and should not be used. • Use of black trim is acceptable.
• Remove the cornice roof detail and replace with traditional rafter tails. • Replace the tower hip roof with a gable design.
• Adjust proportions and design of the tower so it appears more like a functional traditional entry tower building element. Several changes were suggested such as increasing the height of the tower, removing or simplifying the bevel edging of tower corners, using a recessed decorative tile door surround on the first floor, and installing a pergola over the first-floor opening.
• Increase the plate line height of the first level of the building so it is higher than the second floor, as encouraged by design guidelines. • Widen the deck on the front elevation so it extends the width of the building.
Design Review Subcommittee Special Meeting Minutes December 18, 2024 Page 3 • Discouraged use of a cantilevered chimney by extending it to the ground.
If this weren’t done, adjust the design so it cantilevers less and transitions more simply from the building wall to chimney, for a chimney with less visual focus from the street.
• Use decorative tile on stair risers and pilaster caps visible from the street. • Enlarge the size of exterior lights shown on the plans, particularly the lights on the tower and first floor where the lights are more visible. • Stucco the chimney cap.
The Subcommittee encouraged the applicant to consider the comments and make design revisions before the Planning Commission hearing.
