3. APPROVAL OF MINUTES
A. Approve Minutes from the October 8, 2024 Regular Meeting of the Human Affairs
MOTION BY MEMBER VEALE, SECONDED BY MEMBER BAUER, AND CARRIED 5-0, MEMBER BODEN ABSTAINED, to approve the minutes from the October 8, 2024 Meeting of the Human Affairs Committee.
4. SPECIAL OR PUBLIC PRESENTATION
Homelessness Update presented by Community Outreach Workers Karlie Hunter and Troy Shenker. Karlie and Troy gave a PowerPoint presentation on performance measures from the last quarter. They also answered any questions the Committee members had for them.

5. UNFINISHED BUSINESS AND UPDATES
A. Revision to SAFE Fee Supplement for Underprivileged School Volunteers Clarification of plan by Director Atamian. Goal is to set up a Pilot Program, with the possibility of setting up the future program through the CDBG program.
B. Review of Work Plan and Committee Member assignments Project: - Fee Supplement for Underprivileged Volunteers Work group: Chair Edone, Vice Chair Salas, Member Veale Project: - Update Resource Registry on City Website
Work group: Member Bauer, Member Anderson, Chair Edone
Discussion of what the registry will look like; what it entails. Will it be a PDF or a webpage? Will it have QR codes? Staff will liaison with Information Technology when staff time is required.
Project: - Junior Leadership for High School Students
Work group: Member Brooks, Vice Chair Salas
• Discussion to hold event in late February or March so it does not compete with the testing cycles at the high school.
Project: SCHS Humanitarian Award and Support
Work group: Vice Chair Salas, Member Boden and Chair Edone Project: Community Development Block Grants (CDBG)
Work group: Chair Edone, Vice Chair Salas, Member Anderson Project: Community Resource Fair with Budget Open House Work group: Chair Edone, Member Anderson and Member Veale • Discussion of the date and location at the Community Center Project: Homeless Update with Community Outreach Workers and Quarterly Review of Community Outreach Performance Measures Work group: Member Anderson
Project: Every 8 Minutes E-Bike Education Program
Work group: Vice Chair Salas, Member Brooks and Member Bauer • Vice Chair Salas will set up initial meetings with the OCSD and OCFA.
She will let the Committee know when the meetings are scheduled.

7. ORAL AND WRITTEN COMMUNICATION
None.
8. COMMUNICATIONS FROM COMMITTEE MEMBERS AND STAFF
Council Member Loeffler wanted the Committee to know that the City Council appreciates the work of the Committee. He congratulated them on completed the prior years work plan.
Director Atamian reminded Committee Members that there will be an upcoming, mandatory training for AB1234 on December 16, 2024 at 2:30 pm in the City Council Chambers. The City Clerk's office will communicate which Members will need to attend.
Committee Member Boden announced his resignation from the Human Affairs Committee, effective immediately.
ADJOURNMENT
VICE CHAIR SALAS ADJOURNED THE MEETING AT 4:56 P.M. TO THE REGULAR HUMAN AFFAIRS COMMITTEE MEETING TO BE HELD ON DECEMBER 10, 2024, AT 3:30 P.M. AT SAN CLEMENTE CITY HALL, FIRST FLOOR COMMUNITY ROOM, LOCATED AT 910 CALLE NEGOCIO, SAN CLEMENTE, CALIFORNIA.
