We are writing regarding your recent application for a special event permit for the 2025 North Beach Church activity. After a thorough review, we regret to inform you that the application has been denied, as the proposed activity does not meet the guidelines for a special event permit as outlined in the San Clemente Municipal Code § 12.34.030.
We recognize and appreciate that Christ Lutheran Church has held services at North Beach for many years. However, recent updates to the special event code have redefined the scope of permitted activities, and your regular church gatherings are now classified as a recurring rental rather than a special event (occurring less than 30 calendar days). Additionally, the city’s policy does not permit beach space rentals on a frequent or ongoing basis for activities.
If Christ Lutheran Church is interested in continuing to host an outdoor church service, we encourage you to consider alternative locations within the city, such as one of our community centers or park spaces, which may be more suitable for regular gatherings.
Please feel free to reach out to our department for guidance on available venues or with any questions regarding this process. We are committed to helping you find an appropriate space to continue serving your congregation.
