REGULAR MEETING
TUESDAY, SEPTEMBER 23, 2024 5:00 P.M.
Chair Fowler called the Regular Meeting of the Arts and Culture Committee of the City of San Clemente to order on Tuesday, September 23, 2024, at 5:04 p.m. at the City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA. Committee Member Groseth led the Pledge of Allegiance.
PRESENT Chair Sherman Fowler, Jacqui Groseth, Vice Chair Shane Hirschman, Kathi Koehler
Nicholas Crays joined the dais at 5:05 p.m.
Amanda Greco joined the dais at 5:06 p.m.
ABSENT Joshua Paskowitz
STAFF PRESENT Samantha Wylie, Beaches, Parks and Recreation Director Debbie Fields, Administrative Assistant
1. APPROVAL OF MINUTES
Motion by Committee Member Koehler seconded by Vice Chair Hirschman, CARRIED 6-0, Committee Member Paskowitz absent, to approve the minutes of the July 22, 2024, Arts and Culture Committee Regular Meeting.

4. OLD BUSINESS
A. Revitalization and implementation of the Utility Box Art Program Samantha Wylie, Beaches, Parks & Recreation Director, summarized the report contents and responded to Committee Member inquiries.
Motion by Committee Member Groseth seconded by Chair Fowler, CARRIED 6-0, Committee Member Paskowitz absent, to move staff recommendation to bring to the City Council for approval.

5. NEW BUSINESS
A. San Clemente Arts and Culture Mission & Vision – Survey Results Samantha Wylie, Beaches, Parks & Recreation Director, summarized the survey results and responded to Committee Member inquiries.
Motion by Chair Fowler seconded by Vice Chair Hirschman, CARRIED 6-0, Committee Member Paskowitz absent, to table the item and have the Mission & Vision Subcommittee meet, review the survey responses, and bring the findings to the next meeting.

7. ITEMS FROM COMMITTEE MEMBERS
A. Subcommittee – Art Exhibits/Displays (Crays, Fowler, Hirschman) – Vice Chair Hirschman mentioned that the project they are looking forward to is Dia de los Muertos; and suggested that a Committee Member should serve as an art judge for the event.
B. Subcommittee – Concert Series & Events (Crays, Hirschman, Paskowitz) – Vice Chair Hirschman discussed that the Summer Concert Series is over and that they are looking forward to planning for next year.
C. Subcommittee – Amphitheater & Performing Arts Facility (Crays, Hirschman, Koehler) – Committee Member Koehler discussed their ongoing search for locations; that she attended the Historical event at the Community Center and the Community Center is a facility; and that the Subcommittee would like to meet with Councilmember Chris Duncan to find out what Council is looking for.
D. Subcommittee – Mission & Vision (Greco, Groseth, Koehler) – Committee Member Greco discussed that the Subcommittee will be meeting soon to go over survey results and bring some key items back to the next Committee meeting.
E. Subcommittee – Utility Box Art Program (Crays, Greco, Koehler) – Committee Member Greco discussed that the program will be brought to Council for approval; and find out what the timeline looks like and which boxes the City wants.
F. Future Agenda Items
Committee Member Koehler shared a Dana Point Arts & Culture map/brochure and thought that this might be something this committee would be interested in doing.
Chair Fowler mentioned that he met with Council Member Chris Duncan and wanted to relay to the committee that they should stay focused on what they have been appointed to do; and the importance of Arts and Culture.

8. ADJOURNMENT
Motion by Chair Fowler seconded by Vice Chair Hirschman, CARRIED 6-0, Committee Member Paskowitz absent, to adjourn at 5:28 p.m. to a regular meeting on Tuesday, November 25, 2024, at 5:00 p.m. at City Hall Council Chambers located at 910 Calle Negocio, San Clemente, CA.
