Project Overview
Project Title: San Clemente NEV Shuttle
Project Objectives: Describe the type of mobility service, number of vehicles or micromobility devices, location and target population that will benefit from service, and gaps or priorities the mobility service will address.
The San Clemente program will acquire electric vehicles for new fixed route service between Max Berg Park and the Avenida Pico Corridor, which includes the City’s AB 1550 Low-income Communities and provides connections to grocery, service, and jobs opportunities. The intent is for the new service to align with the City’s Trolley Program by providing free rides and connections to existing Trolley service. The first phase of the program will include outreach and engagement with the community in early 2025 to finalize the type of shuttle and the route.
The service is intended to operate 10 hours per day, 7 days a week, with adjustments to service hours based on community feedback. The shuttle will be administered by the City of San Clemente and operated by one of the authorized Mobility Operators referenced in the Clean Mobility Provider Directory (or an operator approved by the Program Administrator). The City anticipates purchasing four (4) NEV shuttles, anticipated to be the MotoEV Electro Transit Buddy 15 Passenger Hard Door Wheelchair Shuttle or similar. (This vehicle has been reviewed and approved by CARB.) One alternate that will be evaluated during community engagement is the Hometown Trolley (on a Motiv EV chassis). The City Council will make a final determination of the vehicle and operations provider after a more thorough review of the candidate operators and their rate structures. The lead time for new vehicle delivery is typically 6-12 months, so staff anticipates launching the new route by summer of 2026.
