1. CALL TO ORDER
Zoning Administrator (ZA) Adam Atamian called the Regular Meeting of the City of San Clemente Zoning Administrator to order on February 20, 2025 at 3:00 p.m. The meeting was held in the First Floor Community Room of City Hall, 910 Calle Negocio, San Clemente, California.

2. MINUTES
A. Minutes from the Zoning Administrator Regular Meeting of January 23, 2025.
ZA Atamian received and filed the minutes for the regular meeting of January 23, 2024.
3. ORAL AND WRITTEN COMMUNICATION
None.
4. PUBLIC HEARING
A. Public Hearing Project (PHP) 25-012, Adair Residence, 106 Esplanade A request for the Zoning Administrator to approve a Development Permit 25-040 for a 182 sq. ft. addition to a property adjacent to a historic residence. The addition allows for a new kitchen/dining area. The project also proposes to remodel two existing bathrooms, add a walk-in closet in the primary bedroom, install a new HVAC system, and replace the service panel.
The Zoning Administrator will also consider whether the project is Categorically Exempt from the requirements of the CEQA pursuant to CEQA Guidelines §15301 (Class 1: Existing Facilities).

Minutes of the Zoning Administrator Regular Meeting February 20, 2025 Page 2 Assistant Planner Jessica Gatny summarized the staff report that highlighted a modest 182 s.f. addition to a residence at 106 Esplanade.
The addition, located behind a nearby historic structure, was deemed consistent with zoning regulations and design guidelines, and will not negatively impact the neighborhood or the historic home. The applicant will also address sidewalk repairs and landscaping.
At the conclusion of the staff report, Assistant Planner Gatny introduced the applicants on the project; contractors Scott and Connor Woodland of Woodland Homes.
ZA Atamian thanked staff and asked the applicants if they would like to make a presentation. Connor Woodland thanked staff and had nothing to add.
ZA Atamian opened the public hearing.
There being no further questions of staff or the applicants, ZA Atamian closed the public hearing.
ZA Atamian stated he reviewed the staff report and is familiar with the project. ZA Atamian noted that it appears that the project was initially submitted as a Building Permit that was found to require a public hearing process due to the property abutting a historical structure. ZA Atamian noted that the remodel was modest and would not negatively affect the historical structure. There are also non-historic structures behind the historic structure that buffer the property from the historic property.
ZA Atamian stated that the Findings can be made:
• The proposed project is consistent with the General Plan. • The proposed project complies with zoning regulations. • This is a modest addition
• The sidewalk will be improved
• The two trees in the front will be a benefit to the neighborhood • The proposed project is consistent with the City’s Design Guidelines. • The proposed development will not be detrimental to the public health, safety or welfare, or materially injurious to properties and improvements in the vicinity.
ZA Atamian determined the project Categorically Exempt from CEQA pursuant to State CEQA Guidelines §15301 (Class 1: Existing Facilities).
Action: The Zoning Administrator adopted Resolution ZA25-002 approving Development Permit 25-040, Adair Residence, 106 Esplanade, subject to the Conditions of Approval.
