RESOLUTION NO. 25-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE AUTHORIZING THE ADOPTION OF THE 2024 SAN CLEMENTE LOCAL HAZARD MITIGATION PLAN WHEREAS, the City of San Clemente recognizes the threat that natural hazards pose to people and property within our community; and WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences; and WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 ("Disaster Mitigation Act") emphasizing the need for pre-disaster mitigation of potential hazards; and WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and local governments; and WHEREAS, an adopted Local Hazard Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation grant programs; and WHEREAS, on June 4, 2024 the City Council approved Resolution No. 24-80, which approved a professional services agreement for consulting services to provide assistance in the drafting of the Local Hazard Mitigation Plan; and WHEREAS, the City of San Clemente fully participated in the FEMA-prescribed mitigation planning process to prepare this local hazard mitigation plan; and WHEREAS, the California Office of Emergency Services and Federal Emergency Management Agency, Region IX officials have reviewed the 2024 San Clemente Local Hazard Mitigation Plan and approved it contingent upon an official adoption by City Council; and WHEREAS, adoption by the City Council of San Clemente demonstrates the jurisdiction' s commitment to fulfilling the mitigation goals and objectives outlined in this Local Hazard Mitigation Plan; and WHEREAS, adoption of this legitimizes the plan and authorizes responsible agencies to carry out their responsibilities under the plan.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. The above recitals are true and correct and incorporated fully herein by reference.
Section 2. The City of San Clemente adopts the 2024 San Clemente Local Hazard Mitigation Plan as presented to the City Council on March 4, 2025 as an official plan.
Section 3. That City staff is authorized and directed to execute such documents and take such actions as may be necessary and proper to carry out the purposes of this resolution and implement the Local Hazard Mitigation Plan, including applying for grants to fund mitigation actions contained in the plan.
Section 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
