A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF San clemente, CALIFORNIA, aUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE STATE OF CALIFORNIA, DIVISION OF BOATING AND WATERWAYS FOR GRANT FUNDING UNDER THE PUBLIC BEACH RESTORATION ACT FOR THE USACE PROJECT STAGE 2 PED PHASE ..body
WHEREAS, coastal erosion is a very significant problem in the City of San Clemente that threatens the public beaches, coastal public access, key public facilities, existing structures, and critical public infrastructure; and WHEREAS, based on emergency conditions on City beaches where there is no dry sand at high tide and public beaches, existing structures and critical public infrastructure including the railroad revetment is direct to direct wave attack and being undermined; and WHEREAS, the City has begun implementing a comprehensive, citywide coastal resiliency strategy using beach sand replenishment and sand retention as the primary means of restoring the sandy beach in the City; and WHEREAS, the City is seeking grant funding for the USACE Project Stage 2 PED Phase in the amount of $1,546,524 in funding to initiate the PED phase of Stage 2 of the USACE beach sand project to advance the planned 50-year sand replenishment program in the center of the City; and WHEREAS, the Stage 2 PED cost is estimated to be $3,638,880. The USACE will pay one half of the cost with the other one half coming from the City and the State. The grant requires a local cost share match of 15% of the non-federal cost estimated to be or $272,850, which could be provided as cash, other grant funding, work in kind credit contributions or a combination thereof; and WHEREAS, the State Parks, Division of Boating and Waterways (DBW) offers grants to local jurisdictions for public beach restoration projects such as that being implemented by the City; and WHEREAS, DBW has been a solid funding partner for the City for many years for the USACE beach sand project for the planning, PED and construction phases; and WHEREAS, the DBW issued a solicitation in 2024 seeking letters of intent from agencies seeking funding for public beach restoration projects and the City submitted a letter of intent in 2024; and WHEREAS, DBW invited the City to submit a full grant application in response to the letter of intent; and WHEREAS, the DBW grants must be accompanied by a resolution from the public agency authorizing the submittal of a grant application no later than April 15, 2025; and WHEREAS, if the City is successful, funding from DBW for this effort would become available in Fall 2026 at the earliest and the item will be brought back to the City Council for consideration of the acceptance of the grant funding.
NOW THEREFORE, the City Council of the City of San Clemente, California, does hereby find, determine, and resolve as follows:
That the foregoing recitations are true, correct, and incorporated fully herein.
That the City Council desires to have staff continue to implement a citywide public beach restoration program building on the two sand placement projects completed in 2024 that delivered 237,000 cubic yards of sand to the City’s beaches.
That the City Manager, or his designee, is authorized and directed to submit a grant application to the DBW for such project.
That City staff is authorized and directed to take such actions as are necessary and proper to fulfill the purpose and intent of this Resolution.
That the City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original resolutions.
