A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING THE PEDESTRIAN REFUGE ISLAND DESIGN IMPROVEMENTS, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES, 14 CCR SECTION 15301) OF THE STATE CEQA GUIDELINES WHEREAS, the City has received resident requests for installation of a crosswalk, pedestrian improvements, and traffic calming measures on Camino Mira Costa adjacent to Mira Costa Park; and WHEREAS, the City has performed an analysis of a potential crosswalk and the result of the survey did not meet the criteria for installation; and WHEREAS, the City desires to improve pedestrian safety and implement traffic calming measures in the area; and WHEREAS, the City of San Clemente Planning Commission (“Planning Commission”), at its regular meeting of December 18, 2024, made a recommendation to the City of San Clemente City Council (“City Council”) to approve a pedestrian refuge island and the associated improvements at the Mira Costa Park location on Camino Mira Costa; and WHEREAS, the City Council has considered the recommendation by the Planning Commission, the information provided by City staff and any information provided by the public at or before the March 4, 2025 City Council meeting, and City Council now wishes to approve of the project design concept and direct staff to finalize design and proceed with construction solicitation.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. That the above recitals are true and correct and incorporated fully herein.
