A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF San clemente, CALIFORNIA, aUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE STATE OF CALIFORNIA, DIVISION OF BOATING AND WATERWAYS FOR GRANT FUNDING UNDER THE shoreline erosion control program for the pilot sand retention project study ..body
WHEREAS, coastal erosion is a very significant problem in the City of San Clemente that threatens the public beaches, coastal public access, key public facilities, existing structures, and critical public infrastructure; and WHEREAS, based on emergency conditions on City beaches where there is no dry sand at high tide and public beaches, existing structures and critical public infrastructure, including the railroad revetment is direct to direct wave attack and being undermined; and WHEREAS, the City has begun implementing a comprehensive, citywide coastal resiliency strategy using beach sand replenishment and sand retention as the primary means of restoring the sandy beach in the City; and WHEREAS, the City is seeking grant funding for the next phase of the sand retention project in the amount of $1,100,000 in funding to initiate design, engineering and environmental tasks of the project; and WHEREAS, this grant requires a local cost share match in the amount of 50% or $1,100,000, which could be provided as cash, other grant funding, work in kind credit contributions or a combination thereof; and WHEREAS, the State Parks, Division of Boating and Waterways (DBW) offers grants to local jurisdictions for shoreline projects involving structures such as that being evaluated by the City; and WHEREAS, DBW has been a solid funding partner for the City for many years for the USACE beach sand project for the planning, PED and construction phases; and WHEREAS, the DBW issued a solicitation in 2024 seeking letters of intent from agencies seeking funding for public beach restoration projects and the City submitted a letter of intent in 2024; and WHEREAS, DBW invited the City to submit a full grant application in response to the letter of intent; and WHEREAS, the DBW grants must be accompanied by a resolution from the public agency authorizing the submittal of a grant application no later than April 15, 2025; and WHEREAS, if the City is successful, funding from DBW for this effort would become available in Fall 2026 at the earliest and the item would be brought back to the City Council for consideration of acceptance of the grant.
NOW THEREFORE, the City Council of the City of San Clemente, California, does hereby find, determine, and resolve as follows:
That the foregoing recitations are true, correct, and fully incorporated herein.
That the City Council desires to have staff continue to explore the potential feasibility of implementing one or more sand retention devices in the City to serve as a companion to beach sand replenishment efforts building on the two sand placement projects completed in 2024 that delivered 237,000 cubic yards of sand to the City’s beaches.
That the City Manager, or his designee, is authorized and directed to submit a grant application to the DBW for such project.
That City staff is authorized and directed to take such actions as are necessary and proper to fulfill the purpose and intent of this resolution.
That the City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original resolutions.
