A. Riviera Beach Access Improvements
A report by Principal Civil Engineer Amir Ilkhanipour concerning Riviera Beach access improvements, CIP Project No. 14195, draft concept plan review and approval.

Stephanie with Terrain Integration presented the plans for the Riviera Beach Access improvements.

Melissa Brooks, San Clemente resident, questioned why this project terminated the stairs and slope. There is slope erosion, the railing is rusted, and overgrowth overflows drainage. She also suggested getting with the Coastal Commission to find out what their expectations are.

John Dorey, San Clemente resident, mentioned bike racks are not needed; the design will block off an access point from the side of his property to the walkway.

Pete Van Nuys, e-bikes are not bicycles, e-bikes should not be allowed to invade pedestrian space.

Wendy Morris, San Clemente resident, says that if a bike rack is put at the top of the walkway, where will the emergency vehicles park? The project is a waste of money.

Bill Morris, San Clemente resident, is opposed to having any changes made to the walkway.

Lynn Van Nuys, do not prioritize bikes over people. Keep the area for people only.

Barry Fast, San Clemente resident, questioned what the other beach accesses have for e-bikes. It is a pedestrian walkway to the beach and trail, not bikes.

Commissioners either individually or in agreement commented on the following:
• Maximum capacity of bikes should be considered.
• Adding additional bike racks may be excessive given the limited days that there are issues with congestion.

Parking of bikes/e-bikes becomes an enforcement issue
Renovation of stairs and rails should be further considered Motion by Vice Chair Johnson, seconded by Commissioner Kahn, CARRIED 4-0, Grace, Kweskin, McCanne absent, to eliminate the project.
