MINUTES OF THE REGULAR MEETING OF THE
HUMAN AFFAIRS COMMITTEE
FEBRUARY 11, 2025
1. CALL TO ORDER/ROLL CALL
Chair Edone called the Regular Meeting of the City of San Clemente Human Affairs Committee to order on February 11, 2025, at 3:32 p.m. The meeting was held at Sar Clemente City Hall, First Floor Community Room located at 910 Calle Negocio, Sar Clemente, California.

Members Present: Chair Lisa Edone, Vice Chair Rosemary Salas, and Members Stuart Anderson, Cord Bauer, and Dick Veale
Members Absent: Member Michelle Brooks
Staff Present: Meredith Scott, Community Development Coordinator, Community Outreach Worker Karlie Hunter and Community
Outreach Worker Troy Shenker
Members of the Public: Tom Streeter
2. PLEDGE OF ALLEGIENCE
The Pledge was led by Member Veale.
3. APPROVAL OF MINUTES
A. Approve Minutes from the January 14, 2025 Regular Meeting of the Human Affairs Committee.
MOTION BY MEMBER ANDERSON, SECONDED BY MEMBER VEALE, AND CARRIED 4-0, to approve the minutes from the January 14, 2025 Meeting of the Human Affairs Committee.
4. SPECIAL OR PUBLIC PRESENTATION
Homelessness Update presented by Community Outreach Workers Karlie Hunter and Troy Shenker. Karlie and Troy gave a presentation on performance measures from the last quarter. They also answered any questions the Committee members had for them
After the Community Outreach Workers left the meeting, it was determined by a unanimous vote that the Committee will ask the City Council to issue a
Minutes of the Regular Meeting of the Human Affairs Committee of Feburary 11, 2025 commendation to the Outreach Workers due to the positive and impactful contributions they make to the community.
5. UNFINISHED BUSINESS AND UPDATES
A. Review of Work Plan and Committee Member assignments Project: - Fee Supplement for Underprivileged Volunteers Work group: Chair Edone, Vice Chair Salas, Member Veale • A recommendation will be made to the City Council that the program is not feasible at this time.
Project: - Update Resource Registry on City Website
Work group: Member Bauer, Member Anderson, Chair Edone
• First rough draft will be worked on by Member Bauer and Member Anderson for Chair Edone to review.
Project: - Junior Leadership for High School Students
Work group: Member Brooks, Vice Chair Salas
• Topic tabled for next meeting, as Member Brooks was absent.
Prok group: air Edita, Vice Chaid anas, Member Veale
• Vice Chair Salas has dates set up to interview
Project: Community Development Block Grants (CDBG)
Work group: Chair Edone, Vice Chair Salas, Member Anderson • Applications will be reviewed and given to the Members to review before the Budget Committee meeting.
Project: Community Resource Fair with Budget Open House Work group: Chair Edone, Member Anderson and Member Veale • Fair will be held on April 24, 2025 at the Community Center.
Discussion regarding the banner that will be hung over ECR at Del Mar for one week.
Project: Homeless Update with Community Outreach Workers and Quarterly Review of Community Outreach Performance Measures Work group: Member Anderson
• Outreach Workers gave presentation
Project: Every 8 Minutes E-Bike Education Program
Work group: Vice Chair Salas, Member Brooks and Member Bauer • Vice Chair Salas scheduled to meet with OCFA on February 12, 2025.

8. COMMUNICATIONS FROM COMMITTEE MEMBERS AND STAFF
Member Veale expressed interest in inviting Beth Apodaca from Age Well Senior Services and Anna Conti from Family Assistance Ministries to speak at upcoming meetings.
