RESOLUTION NO. 25-42
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING REVISED SALARY SCHEDULE AND CLASSIFICATION CHANGES, AND AMENDING RESOLUTION NO. 24-149 AND ANY OTHER RESOLUTIONS IN CONFLICT THEREWITH WHEREAS, Section 37206 of the Government Code requires that the City Council prescribe the time and method of paying salaries and wages of officers and employees of the City; and WHEREAS, the City Council is authorized and directed under the provisions of its adopted Personnel Rules and Regulations to prepare the compensation schedules covering all classes of positions in the competitive service; and WHEREAS, the City has compiled the salary schedule to comply with California Public Employer’s Retirement System (CalPERS) requirements for Publicly Available Pay Schedules; and WHEREAS, a review of the operational needs and required staffing including emergency services was undertaken and the City Manager recommends staffing changes for streamlined operations and increased efficiencies that have been presented to the City Council in its regular meeting of April 15, 2025; and WHEREAS, various classification changes were also identified to address operational needs and efficiencies in the City Administrative Services, Engineering Development, and the Utilities Waste Water departments; and WHEREAS, pursuant to Government Code section 54953(c)(3), an oral report summarizing the recommendations on the compensation to be paid to local agency executives was properly made during the open meeting before the City Council took final action; and WHEREAS, the City Council desires to implement the recommended reorganization and classification changes, which are in the best interest of the City.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The foregoing recitals are true and correct and incorporated fully herein.
Section 2. Resolution No. 24-149 is hereby amended to make the following classification changes:
Regrade the Community Development Director from range 86 to range 88.
Reclassify the Emergency Services Officer (1FTE) to Emergency Management Specialist (1FTE) at range 49, and approve the job description as presented to the City Council on April 15, 2025.
Reclassify the Administrative Services Director (1FTE) to Chief Administrative Officer/Assistant City Manager (1FTE).
Reclassify one Senior IT Analyst (1FTE) to Information Technology Operations Supervisor (1FTE) at range 68, and approve the job description as presented to the City Council on April 15, 2025.
Reclassify one HR Analyst II (1FTE) to Risk Management/Human Resources Officer (1FTE).
Create the classification of Laboratory Technician I/II; assign the Laboratory Technician I at grade 50 and Laboratory Technician II at range 55, and approve the job description as presented to the City Council on April 15, 2025.
Reclassify one Senior Engineering Technician (1FTE) to Associate Civil Engineer (1FTE).
Section 3. The amended and restated Benefitted Employees Salary Schedule attached hereto as Exhibit A and fully incorporated herein by this reference is hereby approved effective April 15, 2025.
Section 4. Any resolutions in conflict with the provisions of this resolution are hereby amended to be consistent with the provisions hereof.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
