October-December 2024
CURRENT FINANCIAL CONDITION
In FY 2024-25, the City’s adopted General Fund budget
included a positive operating position. At the end of
the second quarter, while expenditures exceed
revenues, revenues and expenditures are within
budgetary expectations for this time of the year.
GENERAL FUND
General Fund revenues through the second quarter total
$32.9 million, or 37% of the $88.4 million annual budget.
General Fund revenue is $1.1 million lower than the
second quarter of the prior year. Decreases were seen in taxes, intergovernmental and interfund transfers, where as increases were seen in interest & rents, permits and fees, service charges, and fines.
General Fund expenditures total $47.6 million for the
second quarter, or 46% of the $103.1 million annual
budget, as compared to $41.3 million at this time last
year. In total, expenditures ended the quarter $6.3
million more than the prior year due to increases in
salaries and benefits, capital outlay and transfers and debt.
** The current budget for General Fund expenditures is
$103.1 million which reflects an increase of $14.8
million from the adopted budget of $88.3. The $14.8
million increase is due to the carryovers from
FY2023-24 and budget adjustments that were council
approved in the second quarter of FY2024-25.
Carryovers from FY2023-24 totaled $12.7 million are
comprised of:
- $10.1 million General Fund CIP projects that
pertain to the Casa Romantica Stabilization and
facility improvements and various BPR
improvement and maintenance projects.
- $2.6 million in General Fund expenditures for
the initial funding of the Section 115 Trust and
consulting services for ongoing City projects.
Second Quarter budget adjustments in FY2024-25
totaled to $2 million are comprised of consultant real
estate services for new lease agreement and affiliated
costs for Sand Replenishment Project.
Additional information on General Fund revenues and
expenditures are discussed further in this report.

Property Taxes: Property taxes total $16.9 million,
primarily from secured taxes. The amount is $1.5
million lower than in the prior year due to December
secured tax receipts being lower than the previous
year.
** Property tax revenue is distributed unevenly
throughout the year, with 50% in Q2, 40% in Q4, and
the remainder is spread across Q1 and Q3. The
amount received in Q2 of fiscal year 2025 was lower
compared to the same quarter in the previous
year. However, in January 2025, the City received an
unexpectedly large payment. This was likely due to
the delay in processing the remaining portion of the
first installment. After considering this delay, current property tax collections are now aligned with the
budget.
Sales Tax: Sales tax receipts amount to $4.3 million,
which slightly lower than the $4.5 million from the prior year by $192,200.
Transient Occupancy Taxes (TOT): Transient
occupancy taxes total $1.3 million, which is $62,629
lower than FY 2024 at this time.
Other Taxes: Other taxes, consisting mostly of
franchise fees and business licenses, total $724,426,
which is $127,522 higher than prior year due to the
timing of Cox franchise fees in FY 2025 and higher

business license tax receipts. The largest franchise
fees, from SDG&E and Southern California Gas, are
remitted in April of each year.
Permits & Fees: Permits and fees are at $889,883.
This is $97,617 more than in the prior year, due to an
increase in building, mechanical and plumbing permits.
Intergovernmental: Intergovernmental revenue
derives mainly from grant revenues total $320,529,
which is $283,201 lower due to the SB2 planning grant
which was received in the previous year.
Service Charges: Service charges, from general
government, public safety, parking meter and
recreation, amount to $4.5 million, which is higher than prior year totals by $914,534 mainly due to higher plan check fees, and public safety service charges which
include ambulance service charges.
Fines: Revenues from fines total $282,305, which is
$19,263 higher than the prior year due to an increase
in vehicle code fines, court fines and administrative
citations.
Interest, Rents & Other: Interest, rents and other
reimbursements total $1.9 million, which is a $145,074
increase from the prior year due to an increase in rents and higher investment earnings.
Interfund transfers: Interfund transfers decreased
from the prior year by $312,799 due to a one-time
transfer from Capital Reserves fund in the prior year.

$430,194. Contractual services decrease by $350,392
due to the completion of the Casa Romantical slope
stabilization project the previous year. Capital Outlay increased by $4.1 million, which is due to the timing of project costs and the sand replenishment project.
Transfers and Debt increase from the prior year by $1.2 million due to unfunded liability pension payments of
$1.4 million and $0.3 million to Local Transit fund to
subsidize operations in the current year.
By Department, police and fire increase a total of $1.9 million. Other department changes are as follows: 1)
