Chair Camp called to order the Design Review Sub-Committee Regular Meeting for City of San Clemente at 3:00 p.m. on March 26, 2025.
1. MINUTES
A. Review and file minutes of the Design Review Subcommittee (DRSC) on March 12, 2025.
Chair Camp approval of minutes Crandell had no changes to the minutes moved to approve the amended Minutes. Camp seconded the motion to approve the March 12, 2025 Minutes. Motion passed 2-1, Member Cosgrove abstained.
2. ARCHITECTURAL REVIEW OF THE FOLLOWING ITEMS:
A. Public Hearing Project (PHP) 25-095, Kwon Residence, 115 Via Artemesia A request for the Design Review Subcommittee to review and provide recommendations for Development Permit (DP) 25-118 requesting two secondstory balconies with glass guardrails on the front elevation of a residence with Spanish architecture. The proposed project would modify materials of an existing balcony over the front entrance, replacing wrought-iron railing with glass, and add a second balcony over the garage with glass railing. The site is located at 115 Via Artemesia in the Sea Summit Community of the Marblehead Coastal Specific Plan.
Assistant Planner, Laura Coury, summarized the staff report, and provided a presentation on the project.

Applicants, Ray Baker and Jennifer Kwon, described the architectural selections and site improvements, and consistency with the surrounding neighborhood.
The Design Review Subcommittee (DRSC) discussed the project, and made the following comments either individually or as a group:
• Supported recessed panel lighting for the balcony, but questioned if there was enough depth to accommodate recessed lighting.
• The proposed light for the balcony seemed to clutter the wall area and hide the down spout.
• No glass rails within the Visual Enhancement Plan.
• Balcony to meet 18 ft setback of the garage
• Use front plane of garage wall and carry it up for balcony • Encourage recessed light where possible.
• Maintain wrought-iron rails, and architectural details of the corbels, and rafter tails with wood.
• Pilasters same thickness on each side of the balcony, the rail would be in line
• Provide deep recessed jam for the balcony bifold doors, with foam/stucco surrounds. Framed view of glass is not prominent on 2nd floor. • Door size opening to remain the same as the original window as noted on the plans. Recessed jam depth should be 6 to 8 inches, per HOA. • Maintain down spouts.
The Subcommittee supports the project moving forward with these changes to a Zoning Administrator hearing
