RESOLUTION NO. 24-12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLEMENTE, CALIFORNIA, ADOPTING
STATEMENT OF INTENT FOR EACH COUNCILMEMBER
TO ACT IN THE BEST INTERESTS OF THE ENTIRE CITY
FOLLOWING THE IMPLEMENTATION OF COUNCIL
ELECTION DISTRICTS
WHEREAS, the City Council was recently compelled to establish and enact City Council Districts for the election of City Council Members; and WHEREAS, in contrast to being elected "at-large" by all registered voters in the City, members of the City Council will now be elected "by-district" by only those registered voters who reside within a given district to represent that district; and WHEREAS, members of the public and Council Members have expressed a concern that the by-district election method may result in Council Members being more focused and involved with issues of interest in their district rather than the best interests of the City as a whole; and
WHEREAS, the City Council, collectively, desires to affirm to the public that each individual City Council Member will act in the manner they determine to be in the City's best interests.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Clemente as follows:
1. The foregoing recitals are true and correct, and incorporated herein.
2. Working in concert as a legislative body, the City Council makes decisions for the City based on the votes of individual Council Members. The current City Council, and all previous City Councils, were elected "at large" by the registered voters of the City. As such, each Council Member represented the entire City and was expected to vote and act in the best interests of the entire City. Over the course of the next two general municipal elections, the City Council will transition to being elected "by-district." This resolution provides each Council Member an opportunity to declare their intention to continue to endeavor to act in the best interests of the City as a whole, despite Council Members being elected to represent one of the City's four geographic districts.
3. An affirmative vote of a Council Member signifies a commitment to work with the other members of the City Council in the betterment of the entire City.
4. This Resolution shall take effect immediately upon adoption and will remain in effect until modified or rescinded by a majority vote of the City Council.
5. Council Members are encouraged to re-ratify this Resolution following each municipal election.
PASSED AND ADOPTED this 16th day of January, 2024.
