RESOLUTION NO. 25-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE REPLACEMENT OF THE MUNICIPAL PIER TOP RAILING WITH COMPOSITE MATERIAL, FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER CLASS 2 (REPLACEMENT OR RECONSTRUCTION, 14 CCR §15302) SECTION 15302 OF THE CEQA GUIDELINES, ACCEPTING A DONATION OF $20,000 FROM THE PIERPRIDE FOUNDATION IN SUPPORT OF THE PROJECT AND APPROVING A ONE TIME EXPENSE WHEREAS, the San Clemente Municipal Pier is an iconic structure that serves as a central point for community engagement, tourism, and local recreation, and requires periodic maintenance to ensure its continued safety, functionality, and aesthetics; and WHEREAS, the top railing of the San Clemente Municipal Pier is currently made of wood, a material that requires frequent maintenance, and has a limited lifespan with frequent maintenance, which is costly and resource-intensive, impacting the overall budget allocated for pier maintenance; and WHEREAS, the composite material has been identified as a durable, low-maintenance alternative that would eliminate the need for periodic painting and refinishing, and offer a minimum lifespan of 10 years, potentially lasting longer, providing a more cost-effective solution for the City; and WHEREAS, replacing the railing with composite material will significantly reduce long-term maintenance costs and improve the overall condition of the pier.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. Based on a review of the record as a whole, the City Council finds that the project is categorically exempt from California Environmental Quality Act review under Class 2, Section 15302 (14 CCR §15302), Replacement or Reconstruction, of the CEQA Guidelines because the project involves the replacement of an existing railing with a new, functionally similar material and does not involve significant environmental impacts.
Section 2. The City Council hereby approves the replacement of the wooden top railing of the San Clemente Municipal Pier with composite material at an estimated cost of $80,000, as outlined in the administrative report dated April 15, 2025.
Section 3. The City Council acknowledges and accepts the generous donation of $20,000 from the PierPride Foundation toward the project, expressing its gratitude for this donation and continued support of the pier’s ongoing infrastructure needs. The City Council further approves a one-time expense from the General Pier Maintenance (PN 24102) to fund the remaining cost of the project.
Section 4. The Beaches, Parks & Recreation Director is hereby authorized and directed to proceed with all the necessary steps to replace the railing, including the preparation and execution of all relevant contracts, agreements and procedures to complete the project, and to accomplish the purposes of this resolution.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
