RESOLUTION NO. 25-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING TWO PROFESSIONAL SERVICES AGREEMENTS FOR AS-NEEDED CONTRACTUAL PLANNING STAFF SUPPORT SERVICES TO COMMUNITY COUNTERPART SERVICES AND VCA CODE AND AUTHORIZING THE CITY MANAGER TO EXECUTE BOTH TWO-YEAR CONTRACTS IN AMOUNTS NOT TO EXCEED $50,000 EACH PER YEAR WHEREAS, the Planning Division requires outside plan and project review services to augment City staff; and WHEREAS, City of San Clemente was awarded a grant by the California Coastal Commission to advance its work on the Local Coastal Program (LCP), including approximately $300,000 for staff augmentation to allow senior full-time staff to allocate regular time towards work on the LCP; and WHEREAS, contractual planning staff support will allow the Planning Division flexibility to ensure expected deadlines and turnaround times are met as the workload fluctuates; and WHEREAS, a request for proposals was advertised for on-call (as-needed) building plan review services and two (2) responsive proposals were received; and WHEREAS, after evaluation of the proposals received and interviews of the proposing firms, Community Counterpart Services and VCA Code are both qualified companies to perform the services needed and have prices that are fair and reasonable; and WHEREAS, utilizing both companies for on-call (as-needed) plan review services allows flexibility to ensure expected deadlines and turnaround times are met as the workload fluctuates and is in the best interests of the City and the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated herein.
SECTION 2. That professional services agreements for on-call (as-needed) contract planning services are hereby awarded to Community Counterpart Services and VCA Code.
SECTION 3. That the City Manager is authorized and directed to execute a professional services agreement with Community Counterpart Services for a term of two years in an amount not to exceed $50,000 annually in a form substantially similar to that presented to City Council on May 6, 2025.
SECTION 4. That the City Manager is authorized to and directed to execute a professional services agreement with VCA Code for a term of two years in an amount not to exceed $50,000 annually in a form substantially similar to that presented to City Council on May 6, 2025.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
