RESOLUTION NO. 25-56
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL SERVICES AGREEMENT TO HIRSCH & ASSOCIATES, INC. FOR DESIGN SERVICES FOR THE VISTA HERMOSA SPORTS PARK MEADOWS DEVELOPMENT PROJECT, PN 15108, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT IN AN AMOUNT NOT TO EXCEED $143,873, APPROVING A 10% PROJECT CONTINGENCY AND MAKING FINDINGS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, the City of San Clemente desires to further develop the Vista Hermosa Sports Park by implementing the Meadows Development Project, PN 15108, to enhance recreational opportunities for the community; and WHEREAS, staff issued a Request for Proposals (RFP) for professional design services and invited eight (8) qualified firms, including two based in San Clemente, to submit proposals; and WHEREAS, the City received four (4) proposals in response to the RFP; and WHEREAS, staff conducted a thorough review of all submitted proposals, evaluating each firm based on qualifications, completeness, team expertise, approach, value, and inclusion of required subconsultant services; and WHEREAS, Hirsch & Associates, Inc. submitted a responsive and complete proposal that includes all required disciplines—landscape architecture, civil, geotechnical, and electrical engineering—and was determined to represent the best value to the City and there fee is fair and reasonable; and WHEREAS, although not the lowest bid, the lowest proposal received did not include critical services such as geotechnical and electrical engineering, which are essential for successful project delivery.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. Based on a review of the record as a whole, the project is consistent with the previously adopted Mitigated Negative Declaration (MND) for the Vista Hermosa Sports Park. The project does not constitute a substantial change from the approved project, nor does it involve new significant environmental effects or a substantial increase in the severity of previously identified significant effects. Therefore, no further environmental documentation is required the California Environmental Quality Act.
Section 2. The City Council hereby awards a professional services agreement to Hirsch & Associates, Inc. in an amount not to exceed $143,873 for design services related to the Vista Hermosa Sports Park Meadows Development Project.
Section 3. The City Manager is hereby authorized and directed to execute the Professional Services Agreement with Hirsch & Associates, Inc. in a form substantially similar to that presented to the City Council on May 6, 2025.
Section 4. The City Manager is further authorized to execute contract amendments up to a cumulative amount not to exceed 10% of the contract value, as may be necessary and appropriate to accommodate changes in the scope of work.
Section 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
