The City of San Clemente will obtain the required MPAH amendment with process used on similar projects including N. El Camino Real, Camino Del Rio, Camino Capistrano, Camino Mira Costa, etc.

The current daily traffic volume on S. El Camino Real, within the project limits, is approximately 7,700 vehicles per day. Future model projections developed for the City’s Centennial General Plan, forecast the same segment to serve between 8,000 and 11,000 vehicles per day in the buildout/longͲrange scenario depending on land use and development patterns that may occur over time. Further south toward the south City limits, forecast traffic volumes are estimated at approximately 5,000 vehicles per day.

As shown in the OCTA MPAH Capacity Values table below, the segment of S. El Camino Real is well under capacity based on current and forecast traffic projections. The City of San Clemente will pursue an MPAH amendment for this portion of roadway to utilize the crossͲsection to better serve alternate modes of travel.

Measures on Crashes, FHWA-HRT-10-053.

BEFORE AFTER
Source: City of Orlando, Florida
A Road Diet typically involves converting an existing four-lane undivided roadway to a three-lane roadway consisting of two through lanes and a center two-way left-turn lane (TWLTL).

Benefits of Road Diet installations may include:
ƒ An overall crash reduction of 19 to 47 percent.
ƒ Reduction of rear-end and left-turn crashes due to the dedicated left-turn lane. ƒ Reduced right-angle crashes as side street motorists cross three versus four travel lanes.
ƒ Fewer lanes for pedestrians to cross.
ƒ Opportunity to install pedestrian
refuge islands, bicycle lanes, on-street
parking, or transit stops.
ƒ Traffic calming and more consistent
speeds.
ƒ A more community-focused,
“Complete Streets” environment that
better accommodates the needs of all
road users.

A Road Diet can be a low-cost safety
solution when planned in conjunction
with a simple pavement overlay, and the
reconfiguration can be accomplished at
no additional cost. Source: Leidos
A “Road Diet,” or roadway
reconfiguration, can improve
safety, calm traffic, provide
better mobility and access for
all road users, and enhance
overall quality of life.

Reduction in total crashes

38 Bicycle Facilities
Project Name: S.El Camino Real Buffered Bike Lane Project Bicycle paths (Class 1) or bicycle lanes (Class 2) that are targeted to reduce commute and other non-recreational auto travel. Class 1 facilities are paths that are physically-separated from motor vehicle traffic. Class 2 facilities are striped bicycle lanes giving preferential or exclusive use to bicycles. Bike lanes should meet Caltrans' full-width standard depending on street facility type.
