RESOLUTION NO. 25-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING A SUPPLEMENTAL APPROPRIATION FROM THE GOLF CAPITAL REPLACEMENT RESERVE FOR HVAC REPLACEMENT AND PLUMBING MAINTENANCE AT THE GOLF CLUBHOUSE AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CEQA GUIDELINES SECTION 15302 (CLASS 2, REPLACEMENT OR RECONSTRUCTION, 14 CCR §15302) WHEREAS, the City of San Clemente maintains a Golf Capital Replacement Reserve, funded by annual contributions from the clubhouse tenant, Z Golf Food & Beverages (Wedgewood), and matching contributions from the Golf Operating Fund, for the purpose of funding capital improvements and projects at the municipal golf course; and WHEREAS, the existing HVAC system serving the clubhouse snack bar has reached the end of its useful life and requires replacement, and plumbing maintenance is required for the drain lines servicing the clubhouse restrooms to ensure continued safe and effective operations; and WHEREAS, the current balance of the Golf Capital Replacement Reserve is $251,317 and funds are available to support the proposed improvements.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find determine and resolve as follows:
SECTION 1. The above recitals are true and correct and fully incorporated herein as findings.
SECTION 2. The City Council hereby authorizes and approves a supplemental appropriation in the amount of $43,517 from the Golf Capital Replacement Reserve to Account #056-666-45300-000-0000 – Golf Depreciation Reserve Improvements Other Than Buildings, to fund the HVAC system replacement and plumbing maintenance work at the golf course clubhouse.
SECTION 3. The City Council hereby finds that the project is categorically exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15302 (Class 2, 14 CCR §15302) because it consists of replacing existing facilities located on the same sight that will have the same purpose and capacity as the existing facilities with no expansion of use.
SECTION 4. The City Council hereby authorizes and directs staff to take such other and further actions as may be necessary and proper to accomplish the purposes of this resolution.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
