RESOLUTION NO. 25-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, GIVING DIRECTION ON THE CONCEPTUAL DESIGNS FOR BICYCLE IMPROVEMENTS ON AVENIDA PICO BETWEEN THE I-5 FREEWAY AND THE CALLE FRONTERA / AVENIDA PRESIDIO INTERSECTION AND AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS AND RELATED ACTIONS WHEREAS, the City’s General Plan and the Bike and Pedestrian Master Plan include new bicycle improvement projects along the Avenida Pico segment between the I-5 Freeway and Calle Frontera/Avenida Presidio, including the addition of new class 2 bike lanes; and WHEREAS, the City’s consultant, Stantec, has prepared a few conceptual alternatives for City Council consideration; and WHEREAS, at its regular meeting of May 20, 2025, the City Council considered any public comment and evaluated the proposed conceptual alternatives, including Alternative 1 with Class 1 Deviation, which includes the addition of new Class 2 bicycle lanes on each side of Avenida Pico and a new sidewalk on the north side of the street; and WHEREAS, the existing street right-of-way of Avenida Pico is not wide enough to provide for the new proposed improvements and easements or land dedications are needed from adjoining property owners; and WHEREAS, grants may be available to help support funding for Complete Street projects.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine, and resolve as follows:
SECTION 1. That the above recitals are true and correct and incorporated herein fully by reference.
SECTION 2. That Alternative 1 with Class 1 Deviation as presented to the City Council on May 20, 2025 is the preferred design to be further evaluated at this time.
SECTION 3. That the City Council authorizes and directs staff to seek grant opportunities to help support the design and potential construction of bicycle improvement on Avenida Pico and ratifies and approves staff’s previous efforts in this regard, including the grant application submitted on May 16, 2025 to the Southern California Association of Governments (SCAG) 2026-27 and 2027-28 Surface Transportation Block Grant (STBG) and the Congestion Mitigation and Air Quality (CMAQ) Improvement Program.
SECTION 4. That the City Council hereby authorizes and directs the City Manager or his designee(s) to initiate negotiations with the Marblehead Community Association AMMC for potential acquisition of easements and/or street dedications for the widening of Avenida Pico to accommodate the preferred design alternative.
SECTION 5. That the City Manager or his designee(s) are authorized and directed to take such other and further actions as may be necessary and proper to fulfill the purposes of this resolution.
SECTION 6. That the City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
