SECTION 2:

BACKGROUND AND

APPROACH
City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 6

BACKGROUND & APPROACH
This as-needed contract will be critical in assisting the City in maintaining a high level of service for its citizens across its multiple functions. Our approach to the as-needed work includes dedicating Austin Frisby as the Project Manager and key technical resource for the engineering plan check services. He is local and has been providing similar services to the City of Dana Point. WCC is providing three additional plan checkers to assist Austin during the plan check process to allow greater flexibility and resources. This core team will provide the horsepower needed to complete all tasks assigned to them. In addition, high-level technical resources will always be available when needed.

WCC understands the human resource challenges that the City is facing.

APPROACH TO THE WORK
The City of San Clemente is a coastal city that, although nearly built-out, undergoes constant development through vacant land improvements, partial or complete teardowns, and tenant improvements. Beyond development, the City is taking part in parking lot reconstruction and landslide repairs due to its topography. The City has a third-party consultant that performs review of soils reports, but relies on a separate consultant to ensure the review comments are incorporated into the overall plan check. The City needs a resource to provide on-call engineering plan check services for the Public Works Department. This work includes reviewing plans for correctness and conformance to local ordinances, reviewing design calculations and technical specifications, and developing correction lists for applicable permit submittals. This work will extend to a variety of conditions, including, but not limited to: single-family residential, multifamily residential, commercial, industrial, public, and slope repair. Work may include grading, utilities, street improvements, water quality management, drainage, erosion and sediment control plans, retaining walls, and shoring.

WCC will be a valuable resource for your engineering plan check needs.

METHODOLOGY(IES)
City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 8

METHODOLOGY(IES)
WCC’s methodology for providing
complete, concise, and clear plan
checks involves a systematic,
step-by-step approach to review
and evaluate engineering plans submitted for
compliance with the respective ordinances, codes,
regulations, and standard engineering practice(s).

We strive to provide complete reviews in a timely
manner that promote development within the City.

This is accomplished through a multi-step program
as documented below. WCC is also providing a
secondary Professional Engineer (PE) to be available
in the event Austin Frisby is out of the office.

WCC aims to deliver prompt and thorough
reviews that foster growth within the City.

OUR PLAN CHECK APPROACH

1. Document submittal and Initial Review for
Completeness

2. Review for Local, State, and Federal Conformance

3. In-Depth Plan Check and Evaluation

4. Cross-Party Coordination

5. Development of Corrections Letter

6. Final Review and Approval

7. Return of Corrections
Goal: This process provides a rigorous framework for
providing reviews of engineering plans, starting from
the initial submission to final approval. Our goal is to ensure compliance with all relevant codes, regulations, and safety standards. Through effective communication
between WCC and the City, this process minimizes risks
and maximizes efficiency. The step-by-step process is
discussed more in detail below.

1. Document Submittal and Initial Review for Completeness: Confirm the submitted plans are complete, legible, and meet the City requirements for review of the respective permit(s). Ensure all the necessary forms and supplemental document(s) are included with the submittal package.

2. Review for Local, State, and Federal Conformance: Ensure the design complies with Local (City of San Clemente), State, and Federal regulations, including, but not limited to building codes, zoning ordinances, and environmental agency(ies).

3. In-Depth Plan Check and Evaluation: Complete a detailed review of the submitted plans to ensure there are no inconsistencies or technical errors within the plans, specifications, or supplemental supporting document(s).

4. Cross-Party Coordination: Confirm the submitted plans are consistent with other disciplines or subsequent permit(s) (ie grading and shoring plans). Identify any conflicts and ensure the design disciplines do not contradict one another.

5. Development of Corrections Letter: Develop redlines and a corresponding corrections letter to summarize any issues/deficiencies that require addressing prior to permit authorization. Work efforts will include a redlined (physical or electronic) plan set and accompanying letter on City/ WCC letterhead to be formally responded to with the Applicant’s subsequent resubmittal.

6. Final Review and Approval: Complete a final evaluation of all items to ensure compliance with Steps 1 through 5.

7. Return of Corrections: Return corrections or approval(s) and follow the Standard Operating Procedure associated with the City.

WORK PLAN
City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 10 WCC understands the importance of this contract and
has developed a Standard Operating Procedure (SOP)
based on our current experience with the City of Dana
Point. This SOP will be a living document and can be
modified to fit the needs of the City.

WORK PLAN
WCC currently provides engineering plan
check services and staff augmentation
for the City of Dana Point’s Public Works
Engineering Department. With this contract,
WCC has three individuals who work from
the City of Dana Point. As part of this contract, Austin Frisby or Skye Benson would coordinate with the City of San Clemente to receive hard copy submittals from City
Hall during their City of Dana Point staff augmentation days. Redlines would be returned to the city on or before the appropriate due dates. As discussed in the Standard Operating Procedure, WCC maintains a working log of plan checks and their current status to serve as a chain of custody during reviews. WCC intends to provide a majority of the plan checks remotely, but is available to provide in-house services or attend site visits/meetings at the City’s request.

This work plan’s intent is to enhance City
engineering capabilities to deliver as-needed
services for the City.

STANDARD OPERATING PROCEDURE (FOR CITY OF SAN CLEMENTE) PROJECT: CITY OF SAN CLEMENTE – PUBLIC WORKS DEPARTMENT (PW-ENG) SCOPE OF WORK: PLAN CHECKS
DATE: TBD
I. SCOPE OF WORK
This Project provides plan check services for the City’s Public Works Group as part of the Public Works-Engineering Department. All work is reimbursable for the City so billing is very particular and requires the permit number, site address, and review type/number (see below).

Job Rate Hours Description
SAN CLEMENTE Public
Works As-Needed
Civil Engineer 3 BLD22-1238 3 Shoreline (Pool-2nd)
Most reviews will be available electronically, but the Applicant typically submits hard copies as well. As the plan checker, you will be required to review any plans, calculations, reports, etc. that are tied to the permit under review. Other Departments/Disciplines will be performing concurrent reviews so be aware of the review you are assigned (typically ‘Engineering’). Following the review of the plans and developing ‘redline’ comments, you will be required to develop a Memo to summarize the comments that are being returned to the Applicant (see example).

II. TYPES OF REVIEWS FOR THE CITY
PA – Discretionary Review. Examples include all projects that need a preliminary review prior to assignment of different permits. Goal is to determine the feasibility of the project and identify potential hurdles that may arise from a Project. Typically includes new SFR’s, Mixed Use Projects, and Large-Scale Walls:
• PA Reviews (PW-ENG Perspective). PA reviews from the PW-ENG perspective review the feasibility of a project and identify the required permits and submittals associated with the Project. Once the Project is deemed feasible, ‘Conditions of Approval’ are drafted for the project and set before Planning Commission for a Project. The Planning Department typically oversees this process and compiles all of the comments/conditions. These conditions are then tied to the Project through construction stages.
• Checklist. The City does not have a specific checklist to utilize for these reviews as permits have not been assigned at this point. This is a general over-arching review that assigns types of permits.

City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 12 San Clemente | Public Works As-Needed Plan Check Page | 2

BLD – Building Department Driven Permits. Examples include:

Retaining Walls ADU’s Pool/Spa
Shoring Tenant Improvements Remodels
Architectural Drawings
• BLD Reviews (PW-ENG Perspective). BLD reviews from the PW-ENG perspective primarily look at the components that are in contact with the soil (ie foundation plan, walls, excavation, over-excavation, temporary excavation) and ensure that the structural plans are in concert with the Arch and civil (if provided) plans. Other considerations on BLD permits include roof downspout locations, property line limits, and California Building Code cycle conformance.

Note that if any walls are called out on the plans where the wall height, from top of footing to top of wall, exceeds 36”, a separate permit will be required with structural calculations. • CBC and ASCE Conformance. Contingent upon the permit year, a different CBC cycle will apply to the Project. A BLD22-xxxx would need to conform to 2019 CBC where a BLD23-xxxx would be required to conform to the 2022 CBC. For seismic parameters, the Project should conform to ASCE 7-16 requirements. If no Soils Report is provided, the soil site class shall be “DDefault” with the corresponding parameters. • Soils Report. The City has a handout titled BO-13 that determines when a Soils Report is required and provides minimum values to use in the event a Soils Report is not needed or desired. Typically, Projects with a footprint of less than 800 SF can utilize the BO-13 for presumptive load values. In the absence of a Soils Report, for all calculations, the Project shall defer to the most conservative presumptive load values from Table 1610.1 (SC/CL soil class) and Table 1806.2 (Type V soil class) of the CBC.
• Checklist. The City typically uses the ‘PW-Arch Strct Review Checklist’ for BLD related reviews.

ENG – Public Works Engineering Driven Permits. Examples include:

Grading & Drainage Hydrology & Hydraulics Storm Drain Pump Station Utility Design WQMP Encroachment Permit
• ENG Reviews (PW-ENG Perspective). ENG reviews from the PW-ENG perspective primarily look at the feasibility of the site grading and layout of the site drainage to be to the street. • Soils Report. ENG reviews typically have a Soils Report to be reviewed. From the PW-ENG perspective, this review will look to verify components of the grading and drainage (ie flatwork, temporary excavations, over-excavation limits, retaining wall design, etc.) • Checklist. The City typically uses either the ‘447_020a_Grading Checklist_non-geo’ or ‘447_020_Grading Checklist_Technical Review’ checklists for ENG reviews.

City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 13 San Clemente | Public Works As-Needed Plan Check Page | 3

LND – Landscaping Driven Permits.
• LND Reviews (PW-ENG Perspective). LND reviews from the PW-ENG perspective primarily look at the landscaping plan to ensure that it matches the civil plans/base and is stamped by a Soils Engineer, if a report has been prepared.

Following the review of a permit submittal, there are (4) options to be returned to the Applicant:

1. Incomplete – The package is missing information that does not allow for a complete review.

2. Corrections – The package has redlines that require the Applicant to review and update the package. All resubmittals should have a response to comments from the previous review.

3. Approved Pending – The package has minor corrections (slip sheet a page or Soils Stamp) that can be handled by the Permit Tech over the counter assuming the plan check review has explicit conditions to approve.

4. Approved – The package has addressed all requirements and is approved by PW-ENG.

Prior to returning comments to the City, please coordinate with the Project Manager to determine if a meeting with the City is needed to discuss comments/concerns on the Project. To return comments, please send a Sharefile link to the PM and Applicant so the review can be ‘checked out’ and uploaded to the City’s server.

V. FILE MANAGEMENT
Due to the back and forth with the City and WCC server, it is critical that files be kept in a single location during the review process and retained on the server when adding to the City’s server. Each review should be organized by the permit number (ie BLD22-1013 35356 Del Rey). From there, a new folder is created for each review (1st, 2nd, etc.). All electronic files are archived under a “Rcvd” folder within that review. Please name files as shown below to create uniformity in the reviews and for file explorer searches:

Redlined (Electronic) Plans:
“BLD2X-XXXX_1st ENG PC-Site Address_WCC”
Return Memorandum:
“BLD2X-XXXX_1st ENG PC Ltr-Site Address”
City of San Clemente On-Call (As-Needed) Engineering Plan Check Services 15 San Clemente | Public Works As-Needed Plan Check Page | 5

A master tracking log of all permits received and returned is on the OneDrive server. This file holds the permit number, review number, type of review, plan checker, received date, returned date, and current status. This helps identify which permits are outstanding or who the plan checker is.
