Special Meeting – May 27, 2025
A Special Meeting of the City of San Clemente Investment Advisory Committee was called to order by City Treasurer, Charlie Smith, on May 27, 2025, at 5:30 p.m. This meeting was conducted in the Community Conference Room at City Hall, 910 Calle Negocio, San Clemente. (1) PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Charlie Smith.

(3) SECTION 115 TRUST DISCUSSION
A motion was made by Matthew Koelliker, seconded by Victor Cabral, approved 3-0 to adopt the Investment Policy for the Section 115 Trust. (4) PARS ASSET MANAGEMENT DISCUSSION
A motion was made by Matthew, seconded by Victor, approved 3-0 to adopt the Capital Appreciation option for the asset allocation / risk tolerance for the 115 Trust assets.
A motion was made by Victor, seconded by Matthew, approved 3-0 to select the PFMAM Tactical Strategies option for the asset management option of the 115 Trust assets.
A motion was made by Matthew, seconded by Victor, approved 3-0 to appoint PARS as the 115 Trust Administrator.

Motion was made by Victor, seconded by Matthew, carried 3-0, to adjourn to a Regular Meeting to be held on July 28, 2025, at 5:30 p.m. at City Hall located at 910 Calle Negocio, San Clemente, California.
