RESOLUTION NO. 25-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING SUPPLEMENTAL APPROPRIATIONS FROM THE GOLF COURSE FUNDS FOR EQUIPMENT REPLACEMENT, FACILITY IMPROVEMENTS, AND REPAIRS; APPROVING SUCH PROJECTS; AND FINDING THE PROJECTS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CEQA GUIDELINES SECTION 15302 (CLASS 2, REPLACEMENT OR RECONSTRUCTION, 14 CCR §15302) WHEREAS, the San Clemente Municipal Golf Course is an enterprise fund facility of the City, supported by user fees and operated in accordance with sound asset management and maintenance practices; and WHEREAS, several infrastructure and equipment needs have been identified as deferred maintenance priorities, including the replacement of essential maintenance equipment, landscape improvements, bathroom repairs, HVAC replacement, and upgrades to clubhouse facilities; and WHEREAS, the City has determined that sufficient funds are available in the Golf Depreciation Reserve Unassigned Fund Balance, Golf Operating Fund Unassigned Fund Balance, and Golf Capital Replacement Fund Reserve to fund these projects and the projects are in the best interests of the City and the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That based on the record as a whole, the projects are hereby determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302 (Class 2 – Replacement or Reconstruction) because they consist of the replacement or reconstruction of existing equipment and facilities that will be located on the same site and have substantially the same purpose and capacity as the structure(s) replaced with no expansion of use, and there is no possibility of direct or foreseeable indirect substantial impacts on the environment.
SECTION 2. That a supplemental appropriation of $79,964 from the Golf Depreciation Reserve Unassigned Fund Balance to the Golf Depreciation Reserve Machinery & Equipment Account No. 056-666-45500-000-00000 to fund the replacement of maintenance machinery and equipment is hereby approved.
SECTION 3. That a supplemental appropriation of $56,000 from the Golf Operating Fund Unassigned Fund Balance to the Golf Course Maintenance Other Contractual Services Account No. 056-661-43890-000-00000 to fund landscape improvements, golf course bathroom repairs, and HVAC replacement at the maintenance shop is hereby approved.
SECTION 4. That a supplemental appropriation of $35,000 from the Golf Capital Replacement Fund Reserve to the Golf Depreciation Reserve Tenant Improvements Account No. 056-666-45330-000-00000 to fund the replacement of the water heater serving the snack bar and restrooms, and the replacement of kitchen flooring in the clubhouse restaurant is hereby approved.
SECTION 5. That the projects set forth above are hereby approved. Staff is authorized and directed to take such actions as are necessary and proper to proceed with such projects and accomplish the purposes of this resolution.
SECTION 6. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
