A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE PURCHASE OF ELECTRONIC COMPONENTS FROM ONESOURCE DISTRIBUTORS IN ORDER TO RESTORE AND UPGRADE FUNCTIONALITY FOR THE MARBLEHEAD COASTAL URBAN RUNOFF AND STORMWATER SYSTEMS IN AN AMOUNT NOT TO EXCEED $289,174, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER SECTION 15302, CLASS 2 REPLACEMENT OR RECONSTRUCTION OF THE STATE CEQA GUIDELINES WHEREAS, the City of San Clemente operates the Marblehead Coastal Urban Runoff and Stormwater Systems; and WHEREAS, the Marblehead Coastal Urban Runoff and Stormwater Systems electronics are beyond their useful life and in need of upgrading to allow for remote control through SCADA; and WHEREAS, OneSource Distributors is the only authorized provider for Allen Bradley components in the region; and WHEREAS, Section XI.A.1.7 of City Policy Number 201-2-1 (Purchasing Policies & Procedures) allows for an exemption from the Informal and Formal Bidding Process for sole source suppliers within the geographic region; and WHEREAS, Section XI.A.1.7.d of City Policy 201-2-1 allows for an exemption from the Informal and Formal Bidding Process for compatibility of a good or service when a department requires a specific piece of equipment, software or replacement part to be compatible with an existing equipment system; and WHEREAS, Allen Bradley components are specifically compatible with the City’s SCADA system and Allen Bradley components are exclusively used in the City’s SCADA system, due to their availability, compatibility, and an active support agreement that the City has with Allen Bradley for troubleshooting their equipment; and WHEREAS, after purchasing the electronic components and installation materials, the replacement work can be done in phases by City staff and is in the best interest of the City.

NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:

SECTION 1. That the above recitals are true and correct and incorporated fully herein as findings.

SECTION 2. That based on substantial evidence in the record as a whole, this project is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15302, Class 2 Replacement or Reconstruction of the State CEQA Guidelines, because it consists of replacement of existing structures and facilities where the new structures will be located on the same site as the structures replaced, and will have substantially the same purpose and capacity as the structures replaced involving negligible or no expansion of existing or former use, and there is no reasonable possibility that the activity will have a significant direct or foreseeable indirect effect on the environment.

SECTION 3. That OneSource Distributors is hereby awarded a sole source agreement for the purchase of Allen Bradley components for Fiscal Year 2025-26 for a total amount not to exceed $289,174.

SECTION 4. That the City Manager or his designee is authorized and directed to execute such documents and take such actions as are necessary and proper to complete the purchase based on the fixed price quote from OneSource Distributors that was presented to the City Council on September 2, 2025.

SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
