RESOLUTION NO. 25-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL CONSULTANT SERVICES AGREEMENT FOR DEFINED BENEFIT ADMINISTRATION SERVICES TO MILLIMAN INC. AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $45,000 ANNUALLY FOR A THREE-YEAR TERM WITH TWO OPTIONAL ONE-YEAR EXTENSIONS WHEREAS, the current Professional Services Agreement for Defined Benefit Administration will expire on September 30, 2025; and WHEREAS, the City has conducted competitive bidding for Defined Benefit Administrative Services; and WHEREAS, on August 18, 2025, the City received a single bid in the amount of $40,440 for estimated annual fees and additional administrative fees at various pricing levels from Milliman, Inc.; and WHEREAS, Milliman, Inc. was the lowest responsive and responsible bidder.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and fully incorporated herein.
SECTION 2. That a Professional Consultant Services Agreement is hereby awarded to Milliman Inc. for Defined Benefit Administrative Services in an amount not to exceed $45,000 annually for a term of three-years with two optional one-year extensions exercisable in the City Manager’s discretion.
SECTION 3. That the City Manager is hereby authorized and directed to execute a Professional Consultant Services Agreement with Milliman, Inc. for Defined Benefit Services in a form substantially similar to that presented to the City Council on September 16, 2025.
SECTION 4. That City staff is authorized and directed to execute such other documents and take such other and further actions as are necessary and proper to accomplish the purposes of this resolution.
SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
