RESOLUTION NO. 25-143
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE REQUEST FOR DELAY OF MEASURE M2 COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM (CTFP) FUNDS FOR THE POCHE BEACH WATER RECLAMATION PROJECT WHEREAS, on October 14, 2024, the City of San Clemente was awarded an allocation of $2,500,000 in CTFP funds from OCTA to fund the Poche Beach Water Reclamation Project (“Project”); and WHEREAS, the City of San Clemente initially established Fiscal Year 2025/26 as the program year for the construction phase of the Project, requiring the City to award a construction contract by December 31, 2025; and WHEREAS, the size, complexity, and location of the Project nonetheless have demonstrated that the City team needs more time to prepare an effective and biddable design acceptable to all stakeholders prior to procuring a construction contract; and WHEREAS, OCTA CTFP Guidelines requires agencies to request authorization from their governing boards if delays are expected to be incurred beyond the allocated funding Fiscal Year.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and fully incorporated herein.
SECTION 2. That City Council hereby respectfully requests from OCTA a delay of up to 24 months of Measure M2 CTFP Funds for the Poche Beach Water Reclamation Project.
SECTION 3. That City Council hereby authorizes and directs staff to transmit the request for a delay of up to 24 months of Measure M2 CTFP Funds for the Poche Beach Water Reclamation Project to OCTA and for staff to take such other and further actions as are necessary and proper to accomplish the purposes of this resolution.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
