RESOLUTION NO. 25-146
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AND ADOPTING THE FISCAL YEAR 2024-2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR SUBMITTAL TO THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City received $317,551 in Community Development Block Grant (CDBG) funds in Fiscal Year 2024-25 from the U.S. Department of Housing and Urban Development (HUD). In addition, the City used $134,471 in prior year uncommitted funds; and WHEREAS, to continue receiving CDBG funds, the City Council must approve the Consolidated Annual Performance Report (CAPER), which summarizes program expenditures and accomplishments for Fiscal Year 2024-25; and WHEREAS, the City must submit the CAPER to HUD within 90 days after the end of the fiscal year; and WHEREAS, the required 15-day notice period to allow the public to submit comments in writing on the CAPER was provided and residents were also given the opportunity to provide comments at the October 7, 2025 City Council meeting; and WHEREAS, on October 7, 2025, the City Council of the City of San Clemente held a duly noticed public hearing regarding the CAPER, and considered any and all comments submitted by the public.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. The above recitations are true and correct and incorporated fully herein.
SECTION 2. The Fiscal Year 2024-25 CAPER is approved in the form submitted to the City Council on October 7, 2025.
SECTION 3. The City Manager, or their designee, is authorized and directed to submit the FY 2024-25 CAPER to the U.S. Department of Housing and Urban Development.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
