RESOLUTION NO. 25-153
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING THE FY 2025-26 GOLF COURSE COMMITTEE WORK PLAN AND MAKING FINDINGS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT RELATED THERETO WHEREAS, the Golf Course Committee is established to act in an advisory capacity to the City Council in planning pertaining to the use and operation of the municipal golf course; and WHEREAS, the San Clemente Municipal Code § 2.36.020(e) requires that the Golf Course Committee develop an annual work plan with specific goals and objectives for the coming year and submit it to the City Council for approval each year; and WHEREAS, on August 7, 2025, the Golf Course Committee reviewed and recommended approval of five items to be included in its FY 2025-26 Work Plan.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated herein.
SECTION 2. Based on a review of the record as a whole, the items in the Golf Course Committee Annual Work Plan are either not a project or exempt from the requirements of the California Environmental Quality Act (CEQA) as follows: the Committee’s work on the Golf Course Master Plan Update is exempt under CEQA Guidelines Section 15262 (Feasibility and Planning Studies); the Revision of Course Score Cards, Review of Green Fees, and Formation of a Pro Shop Operations Subcommittee are not projects under CEQA Guidelines Section 15378(b); and the Review of Urgent Needs of the Golf Course is not a project under CEQA Guidelines Section 15378(b)(5). Any future projects identified in the Work Plan or as result of the Work Plan that may result in a physical change to the environment will be subject to separate CEQA review at the appropriate time.
SECTION 3. The Golf Course Committee FY 2025-26 Work Plan shall consist of all items incorporated and included in Exhibit A, attached hereto and fully incorporated herein.
SECTION 4. The Committee may review all additional items that require consideration through the course of the Golf Maintenance Division and Beaches, Parks & Recreation Department’s routine functions, including but not limited to house operations and greens oversight.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
