Property Profile: 2727 Via Cascadita (DMV Site)
APN: 691-303-04
Current Land Use
General Plan: Neighborhood Commercial 1.1 (NC1.1)
Coastal Land Use Plan: Neighborhood Commercial 1.1 (NC1.1) Zoning: Neighborhood Commercial 1.1 (NC1.1)
Allowable uses: Commercial/retail, personal services, professional offices, financial institutions and related uses, public/quasi-public and institutional uses, restaurants and bars Figure 1 Aerial of site Figure 2 Assessor’s parcel map of site As currently designated, this site does not allow housing and has not been identified as a candidate site for housing in the 2021-2029 Housing Element cycle.
Housing may be developed on some parcels in commercial and mixed-use zones which have been identified in the Housing Element, and would be subject to streamlined review within the Affordable Housing Overlay (a pending Zoning Amendment would redesignate those parcels within a Housing Overlay and apply additional incentives for projects that include at least 20% low-income housing).
See the graphic on the following page for the proposed Housing Overlay and the interactive GIS link below for other sites where housing may be developed in commercial, and mixed-use zones:

Figure 3 Proposed Housing Overlay sites where housing may be developed in commercial and mixed-use zones Changes in Land Use
Changing the allowable land uses for this site would require a significant environmental review and entitlement process. The site would need to undergo a General Plan Amendment, Coastal Land Use Plan (Local Coastal Program) Amendment, and Zoning Amendment, as well as CEQA review. A project would require a Development Permit (City) and Coastal Development Permit (Coastal Commission).
The land use related amendments could be processed along with the required environmental/CEQA analysis. Initiation of environmental review would require funding a pre-paid deposit account to pay for staff time and a 3rd party consultant.
The package would be reviewed by the City’s Development Management Team, Design Review Subcommittee, Planning Commission, and City Council. If approved by the City Council, a Local Coastal Program Amendment and Coastal Development Permit would be required following an application and public hearing before the California Coastal Commission.
Preliminary Application strongly encouraged for proposed changes in land use.
The City offers a pre-app review process, which provides property owners/applicants the opportunity to share preliminary project plans with staff and the Planning Commission and obtain feedback during a public meeting where no action is taken with a deposit of $5,000. The process for that is as follows:
1. Submit pre-app to the Planning Division via email to [email protected] and pay the associated pre-app fee and applicable staff research fees. a. Include a project narrative identifying proposed land uses, density, site layout, and design.
b. Include plans, renderings, diagrams, and/or other visual representations of project.
2. Planning staff will route the project to other City and agency staff (Building, Engineering, Code, Fire, Trash) for preliminary comments.
3. The applicant may choose to revise plans to address comments before presenting plans at a Planning Commission study session and obtaining additional feedback from staff and Planning Commissioners.
