RESOLUTION NO. 25-159
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING THE ARTS AND CULTURE COMMITTEE 2025-26 WORK PLAN AND MAKING FINDINGS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT RELATED THERETO WHEREAS, San Clemente Municipal Code (“S.C.M.C.”) § 2.45.010 states that the Arts and Culture Committee is to act in an advisory capacity to the City Council in all matters pertaining to the arts and cultural program, including developing and making recommendations on arts acquisition and proposals for artworks for public buildings and public spaces; and WHEREAS, the S.C.M.C. § 2.45.020(e) requires that the Arts and Culture Committee develop an annual work plan with specific goals and objectives for the coming year and submit it to the City Council for approval annually; and WHEREAS, on July 23, 2025, the Arts and Culture Committee held its regular meeting to review and recommend approval of four items to be included in its 2025-26 Work Plan.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated herein.
SECTION 2. Based on its review of the record as a whole, the approval of the actions identified in the Arts & Culture Committee Annual Work Plan are hereby determined to be not a project or exempt from the requirements of the California Environmental Quality Act (CEQA) as follows: the Utility Box Art Program is categorically exempt under CEQA Guidelines Section 15301 (Existing Facilities); the Art in Public Places program and the Public Art & Funding Policy are not projects under CEQA Guidelines Section 15378(b)(5) as they consist of administrative and organizational activities; and the Amphitheater Feasibility Study is exempt under CEQA Guidelines Section 15262 (Feasibility and Planning Studies). Any future individual items identified in the Work Plan that may result in a physical change to the environment will be subject to separate CEQA review at the appropriate time.
SECTION 3. The Arts and Culture Committee 2025-26 Work Plan shall consist of all items presented to the City Council on October 7, 2025, which is fully incorporated and included in Exhibit A, attached hereto.
SECTION 4. The Committee may review all additional items that require consideration through the course of the Beaches, Parks & Recreation Department’s routine functions and items directed by vote of the City Council for further consideration by the Committee.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.

(No. 1) Utility Box Art Program
Purpose, Goals, and Deliverables of Project:
In 2011, the City Council approved an initial phase of the utility box art program, “Street Art”, that encouraged community members to submit designs that would enhance traffic control boxes within the city. The program was successful and continued for an additional three phases. Several boxes were not painted, and some have now been retired due to normal wear and tear. The ACC reestablished this program and is initiating a new call for artists.
