RESOLUTION NO. 25-168

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, DIRECTING STAFF TO IMPLEMENT A TRANSITION PLAN FOR IN-HOUSE MANAGEMENT OF SELECT OPERATIONS AT THE SAN CLEMENTE MUNICIPAL GOLF COURSE AND AUTHORIZING A REQUEST FOR PROPOSALS (RFP) FOR CONTRACTED SERVICES WHEREAS, the City of San Clemente owns and operates the San Clemente Municipal Golf Course as a public recreational facility and enterprise fund; and WHEREAS, the City has contracted with a private concessionaire for Pro Shop and golf instruction operations, with the current concession agreement set to expire on December 31, 2026; and WHEREAS, staff have completed an operational and fiscal evaluation of the existing concession structure, identifying opportunities to ensure operational accountability and improve fiscal stewardship; and WHEREAS, the City Council has reviewed staff’s analysis and considered several operational models, including full City operation, hybrid structures, and contracted service delivery through a competitive Request for Proposals (RFP) process; and WHEREAS, pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the proposed actions are categorically exempt under Title 14, Section 15301 (Existing Facilities) and Section 15323 (Normal Operations of Facilities for Public Gatherings), as the action involves no expansion of use and represents continuation of existing operations within existing facilities; and WHEREAS, the City Council finds that the recommended operational structure supports the City’s goals of ensuring fiscal responsibility, maintaining a high-quality customer experience, and aligning course management with the City’s community values.

NOW, THEREFORE, The City Council of the City of San Clemente does hereby resolve as follows:
